CITY COUNCIL STUDY SESSION MEETING MINUTES
VIRTUAL AND IN PERSON
TUESDAY, April 4, 2023
Call to Order: Mayor Pro -Tem Holly Smith called the meeting to order at 6:00 p.m.
Roll Call: James Blair, Joseph Richardson, Holly Smith, Brian Hess, Terry
Kaminski, Ashley Brooks and Joe DePinto.
Absent—Joshua Crossman
Staff Present: City Administrator Todd Stancil, City Clerk Kathy Linnemeyer, Public
Services Director Cody Colt, City Engineer Pat Hughes
DISCUSSION ITEMS
Beautification Grant Award Recommendations — City Clerk Kathy Linnemeyer gave a
presentation on the 2023 City of Yelm Beautification Grant committee award
recommendations including examples of projects that could be funded, award amounts,
reimbursement process, yearly schedule and the 2023 committee recommended grant
awards. The grant award recommendations will come before Council on April 11, 2023 at a
regular meeting for final action.
ADA Transition Plan Presentation — City Engineer Pat Hughes introduced Al King from King
Technologies who explained why we need a Transition Plan, what a Transition Plan is, what
is required for a Transition Plan and where we are in the process.
Lodging Tax Advisory Committee Recommendations — City Clerk Kathy Linnemeyer gave a
presentation on the 2023 Lodging Tax Advisory Committee (LTAC) 2023 award
recommendations and explained what the lodging tax is how it is collected, how the
revenues can be used, committee membership information and explained the 2023 funding
process. The committee recommendations will come before the Council on April 11, 2023 at
a regular meeting for final action.
COUNCIL INITIATIVES
Joseph Richardson — Local churches will be holding a National Day of Prayer at Cochrane
Park on May 4th. He also announced that the Senior Center breakfast will be held on
Saturday from 9:00 to 11:00.
Ashley Brooks — Red Cross event will be held at the end of the month from 9:00 to 2:00 at
the Public Works yard and they are looking for 24 volunteers to help install smoke alarms
and to execute an emergency evacuation plan.
Brian Hess — Attended a meeting at the Yelm Senior Center and he reminded them that we
are an advocate and are here to help them. He would like roads marked that are not for
commercial traffic.
Terry Kaminski — Excited to see the streetlights, benches, way -finding signs and the new
street sweeper.
Mayor DePinto — Asked if we could hold the May 2nd Study Session in the council chambers
due to the number of attendees that are expected to attend.
