CITY COUNCIL MEETING MINUTES
VIRTUAL AND IN PERSON
TUESDAY, MARCH 28, 2023
Call to Order: Mayor Joe DePinto called the meeting to order at 6:00 PM.
Roll Call: James Blair, Joseph Richardson, Joshua Crossman, Holly Smith, Brian
Hess, Ashley Brooks, Terry Kaminski, and Mayor Joe DePinto.
Staff Present: City Administrator Todd Stancil, City Clerk Kathy Linnemeyer, Network
Administrator Aaron Green, IT Director Jason Hardy, and Public
Services Director Cody Colt
APPROVAL OF THE Motion by Brian Hess to approve the agenda as presented

SPECIAL
PRESENTATIONS: City of Yelm Employee of the Year — Aaron Green
Mayor Joe DePinto explained the selection process for the 2022
Employee of the Year award and introduced IT Director Jason Hardy
who nominated Aaron for the award. Jason shared examples of
Aaron's accomplishments and contributions and why he nominated
Aaron for the award. Mayor DePinto presented Aaron with the
Employee of the Year award.
Annette Pitts with Experience Olympia and Beyond gave a
presentation with the results of their 360 -degree Sentiment Survey,
where they asked residents, stakeholders and visitors about their
perceptions about Visitors' destination experience in Thurston County
in 2022. The results of the survey helped shape the strategy behind
the scope of work they are planning to undertake in 2023.
PUBLIC COMMENT: Jasmine Dixon Student Mayor of the day requested that the City of
Yelm hold a free ice cream day in Yelm and requested a budget of
$100.00.
Mike Brackett President of Prairie Soccer Club thanked the City of
Yelm for the fields at Longmire Park and stated that they do not have
enough fields to play and practice. He asked if Yelm has any areas
that they could use and stated that he would help to maintain them
and take care of the facilities.
Debra Hamilton would like to see more soccer fields in Yelm.

Motion by Brian Hess to approve the consent agenda as presented

NEW BUSINESS: Amendments to the Agreement between Yelm Community Schools
and the City of Yelm for School Resource Officer (SRO) Program
Motion by Brian Hess to approve added language as presented.
Seconded by Holly Smith
Motion carried 7-0
Resolution No. 635 Amending Appendix 13 to the Mayor and City
Council Protocol Manual adding a permanent Homeless Committee
Motion by Brian Hess to approve Resolution No. 635 amending
the Advisory Boards and Commission Roles & Responsibilities to the
Mayor and City Council Protocol Manual as Appendix 13, creating a
Homelessness Committee.
Seconded by Joseph Richardson
Motion carried 5-2 with a roll call vote
Ordinance No. 1094 Establishing a Homeless Committee
Motion by Brian Hess to approve Ordinance No. 1094 amending
Chapter 2.36 of the Yelm Municipal Code and establishing a
Homelessness Committee.
Seconded by Ashley Brooks
Motion carried 4-3 with a roll call vote

Public Services Committee — Chair Hess reported that the Public Services Committee met
and gave a summary of the items that were discussed.
MAYOR/CITY ADMINISTRATOR/STAFF REPORTS:
City Administrator Stancil Updates — New street lights are being installed and new Police
Officers have been hired.
Mayor DePinto — Attended the Thurston Economic Development Council (EDC) and gave an
update on the status of legislative funding.
COUNCILMEMBER REPORTS:
Councilmember Richardson — Attended a meeting with non -profits.
Councilmember Crossman — Attended the Public Services committee meeting, Planning
Commission and Rebuilding Thurston County.
Councilmember Smith — Attended the Beautification Grant committee meeting and the
Planning Commission meeting.
Councilmember Brooks — Attended the South Thurston Economic Development Initiative
(STEDI) meeting and announced that the Community Resource Fair will be held on
Thursday.
Councilmember Kaminski —Attended the Nisqually River Council meeting.
EXECUTIVE SESSION — Executive session to discuss with legal the consideration of site
selection or acquisition of real estate RCW 42.30.110(1)(b)
Mayor DePinto adjourned the meeting at 7:45 to go into executive session with legal
counsel for 30 minutes to discuss the consideration of site selection or acquisition of real
estate and announced that they will return at 8:15. Mayor DePinto called the meeting back
to order at 8:15
ADJOURNMENT: Motion by James Blair to adjourn the meeting at 8:15 PM.
