The following narrative is intended to provide an overall direction of the development and help address any issues that might arise over the course of the project. Existing Conditions This site is 0.87 acres zoned as Central Business District (CBD). There are currently buildings on parcels ‘1000 (pharmacy), ‘0200, and part of ‘0100 (café). The site is flat with paved parking areas. Soils onsite are Spanaway Gravelly Sandy Loam per the USDA Web Soil Survey. Water, sewer, power, and communications are onsite and currently serving the existing building(s). Proposed Improvements This project proposes to remove the existing parking on the southeast side of the building to construct a drive-thru along the existing pharmacy. 30 stalls are being deleted and 30 stalls will be placed back in a more efficient manner that will allow a drive-thru lane. Zoning The project’s zoning is Central Business District (CBD). Per Yelm Municipal Code 18.36.020, retail and service-oriented establishments are listed as a permitted use within the zone. Specialized codes have recently been adopted to allow drive-thru windows in this area. Water Water is currently on the property already. No improvements necessary. Sewer Sewer is currently on the property already. No improvements necessary. Dry Utilities – Power/Communication Power utilities are currently on the property already. No improvements necessary. Stormwater The area is already paved, and this is primarily restriping existing pavement. No additional impervious area is proposed. No improvements necessary. Critical Areas This site has been determined to be a potential Mazama Pocket Gopher site. The site is part of a wellhead protection area. Also, the site is located within a class 1 critical aquifer recharge area due to the highly infiltrative soils onsite. No substantial changes to utilities or ground cover are proposed for this project. No impacts are expected to these critical areas. Roads/Access The site currently has direct access from First St SE and Washington Avenue SE. The entrance to the new drive-thru will be indicated at the south corner of the pharmacy building along SE Washington Ave. Buildings The building will not be affected by the construction needed to implement the drive-thru. A standard remodel permit is expected to be acquired for the actual drive-thru construction. Thank you for accepting this application for submittal. We look forward to receiving your comments.
