Resolution No. 637 - Approving Six-Year Transportation Improvement Program 2024-2029RESOLUTION NO. 637 A RESOLUTION OF THE CITY OF YELM, WASHINGTON, APPROVING THE SIX-YEAR (2024-2029) TRANSPORTATION IMPROVEMENT PROGRAM WHEREAS, Section 35.77.010 RCW requires the preparation and adoption of a six-year transportation improvement program; and WHEREAS, the adopted six-year transportation improvement program has been updated annually by the City Council; and WHEREAS, the City Council has determined that the proposal to update and amend the adopted six-year transportation improvement program is consistent with the City of Yelm Comprehensive Plan and Transportation Plan; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Yelm that the 2024 to 2029 six-year transportation improvement program attached to this resolution as Exhibit A is hereby adopted and that a copy of this resolution be filed with the Director of the Washington State Department of Transportation. The STIP is based on the Yelm Comprehensive Plan and Transportation Plan and is the 'implementation' document for the overall plan. Projects that are not on the STIP are not eligible for State or Federal funding, or the use of local Traffic Facilities Charges (TFC's). Although it is a six-year plan, it is updated annually as projects are completed and new priorities arise. The City is required to identify a six-year list of planned transportation projects by Section 35.77.010 RCW. This list does not have to be fiscally constrained (i.e., funding sources are only identified as either "secured" or "planned"), but rather is a simple list of planned projects. The City's Transportation Improvement Program will contain certain projects that are fiscally constrained (a funding source identified). These projects will be included in the Regional Transportation Improvement Program maintained by our Regional Transportation Planning Organization, the Thurston Regional Planning Council. The City works with TRPC to identify those projects that are regionally significant for inclusion in the Regional TIP. Again, these projects must be fiscally constrained (not actually funded, but a funding source identified). Certain projects from the Regional TIP become part of the Statewide Transportation Improvement Program (STIP). Those projects that are fiscally constrained and are regionally significant (including any State routes) are included in the STIP and must be in order to be eligible to receive State or Federal funding. 1IPage The project list is updated each year by the Public Services Department. The proposed 2024 to 2029 list includes the following projects: ® Bald Hill Road SE Reconstruction - city limits to 5 Corners Burnett/93rd intersection - Realignment and traffic control ® Coates Rd NW Connection — Killion Rd SE to Cullens Rd SE Longmire/Yelm Avenue West intersection - traffic control ® Mosman Avenue SE Phase 3 —Third St to Clark Road o NP Road/Wilkensen Rd Reconstruction — First Street N to Yelm Loop Ph 2 (SR 510) • Yelm Prairie Line Trail — Centralia Power canal to Roy m Rhoton Rd NW Reconstruction — Railway to Yelm Loop Ph 2 (SR 510) Walmart Blvd SE Extension — SR 507 to Bald Hill Rd A new addition to the STIP is the Rhoton Road NW Reconstruction project. The Mosman Ave SW Phase 2 project is now complete and has been removed from the list.
