The project is located on Thurston County Parcel Number 64303400300 at 10403 Grove Road SE in Yelm, Washington. The parcel has a total lot size of 5.77 acres. Please refer to Figure 1 for the project Vicinity Map. For this project, a Right of Way Use permit, Civil Plan Review, and Building Permit will be required by the City of Yelm. No additional permits are anticipated for development at this time. The parameters and Minimum Requirements set forth in the 2019 Department of Ecology (DOE) Stormwater Management Manual (known herein as the “Manual”) will be adhered to for this project. The subject parcel is situated adjacent to Yelm Creek within the Nisqually River Watershed. Minimum Requirements #1-9 will be applied to this project and there are no Additional Protective Measures associated with this watershed. Figure 1: Vicinity Map MC# ARMO-0001 Armor Storage - Grove Road 8/28/2023 Preliminary Drainage Report Page 2 of 14 PreliminaryDrainageReport-GroveRoadStorage-Yelm.docx Section 2 – Existing and Proposed Conditions Summary Existing Conditions The parcel is an undeveloped vacant lot and covered primarily with field grass and sparse trees. The site is bounded by Grove Road (Rd) SE on the east, Yelm Creek on the west, a single-family residence to the north, and a vacant field to the south. The existing topography slopes gently from east to west. The western half of the parcel contains a steep slope with approximately 11 feet of vertical relief from the main site down to Yelm Creek. Please see Figure 2 for representation of the existing conditions. Soils Properties Based on the site-specific geotechnical engineering report by South Sound Geotechnical Consultants (SSGC), dated November 2, 2022, onsite soils were described as: “Topsoil was observed below the surface in the test holes and extended to depths between about 1 to 1.5 feet. Soil below the topsoil principally consisted of native gravelly sand to sandy gravel with trace silt, and variable cobbles.” and “Native soil on the site is mapped as “Spanaway gravelly sandy loam” per the USDA Soil Conservation Service map of Thurston County.” As a part of the geotechnical investigation, SSGC conducted two pilot infiltration tests (PITs). Based on the testing results, SSGC’s findings were as follows: “The measured infiltration rate is considered appropriate for the soil tested and are similar to infiltration tests completed at other sites with similar soil throughout Thurston County. We recommend a design infiltration rate of 28 inches per hour (in/hr) for native outwash soils. However, groundwater was encountered at about 7 feet below the surface in this area and should be considered in the design of infiltration facilities.” The full geotechnical report can be found in Appendix D. Wells and Septic Tanks No wells or septic tanks are known to exist onsite. Floodplain Analysis According to FEMA flood plain FIRM map number 53067C0362E for Thurston County, the majority of the project site is located outside the 0.2% annual chance flood. However, along the west property line, Zone X – “Other Flood Areas” and Zone AE – “Floodway Areas” exist centered around Yelm Creek. MC# ARMO-0001 Armor Storage - Grove Road 8/28/2023 Preliminary Drainage Report Page 3 of 14 PreliminaryDrainageReport-GroveRoadStorage-Yelm.docx Zone X is described as: “Areas of 0.2% annual change flood; areas of 1% annual chance flood with average depths of less than 1 foot or with drainage areas less than 1 square mile; and areas protected by levees from 1% annual change flood.” Zone AE is described as, “The floodway is the channel of a stream plus any adjacent floodplain areas that must be kept free of encroachment so that the 1% annual chance flood can be carried without substantial increases in flood height”. Critical Areas A steep slope exists on the western part of the site. The slope is approximately 11 feet tall, with slopes averaging approximately 10-20%. A Critical Areas investigation was completed by EnviroVector. Their findings were summarized in a report dated December 2022. The results of their finding are: “Yelm Creek and one (1) wetland is mapped on the western portion of the subject property by the Thurston County Geodata Center Database.” EnviroVector refers to the mapped wetland as, Wetland ‘A’ and describes the wetland: “The Cowardin (1979) classification of Wetland A is a Palustrine Emergent Seasonally-flooded (PEMC) wetland (Figure 6; Table 4). Wetland A is associated with Yelm Creek, but water may impound during the wetter parts of the year.” and “Wetland A has been classified as a Category III wetland using the Department of Ecology (2014) Wetland Rating Form for Western Washington as required under Yelm Municipal Code (YMC) 18.21.060(B)---Wetlands-Wetland Ratings. Wetland A is a Depressional wetland under the Department of Ecology (2014) Wetland Rating System.” The full text and appendices of the Critical Areas Report are included with this submittal. Downstream Analysis The existing site is tributary to Yelm Creek and ultimately the Nisqually River. No downstream drainage complaints are known to exist. The Project will result in more than 10,000 sf of new impervious surface and more than 5,000 sf of pollution generating hard surface (PGHS); therefore, all Minimum Requirements apply to new and replaced hard surfaces and converted vegetation areas. See Figure 4 for the Department of Ecology flow chart for determining the Minimum Requirements applicable for this project. This storm drainage report and the associated civil engineering plans fulfill this requirement. MR #2 – Construction Stormwater Pollution Prevention Plan (CSWPPP) A Temporary Erosion and Sediment Control Plan will be prepared as a part of the civil plans for this project which describes project specific measures to take based on the Department of Ecology’s Best Management Practices. Control measures shall conform to the requirements as set forth established in the 2019 Department of Ecology (DOE) Stormwater Management Manual. The Construction Stormwater Pollution Prevention Plan will be available as a stand- alone document as part of the future site development permit submittal. Since this project will disturb more than 1.0 acres of land, coverage under the DOE’s General Permit for Construction-Related Stormwater Discharges will be required. MR #3 – Source Control of Pollution Construction phase Best Management Practices (BMPs) will be detailed in the final Construction Drawings. These BMPs represent the minimum expected control measures for the interim construction site conditions. The contractor shall be responsible for adjusting and maintaining these BMPs are required by the site conditions. MR #4 – Preservation of Natural Drainage Systems and Outfalls All stormwater runoff within the disturbed areas will be collected and infiltrated via roof downspout infiltration trenches and bioretention cells. This meets the requirements of MR #4 to maintain natural drainage patterns. MR #5 – Onsite Stormwater Management The LID Performance standard will be met by utilizing bioretention cells to treat and infiltrate 100% of the new pollution generating hard surfaces, as well as roof downspout infiltration trenches that will infiltrate 100% of the stormwater tributary to the roofs. BMP T5.13: Post Construction Soil Quality and Depth will be applied to all converted vegetated areas. See Figure 5 for the Department of Ecology flow chart for determining the MR #5 Requirements for this project. Bioretention cells will be implemented to treat and infiltrate all PHGS introduced. Results from the sizing calculations can be found in Appendix C. MR #7 – Flow Control More than 10,000 sf of effective impervious surface will be introduced as a result of the proposed project; therefore, Flow Control is required. The requirements of MR #7 will be met by meeting the LID Performance standard. Bioretention cells will treat and infiltrate 100% of the new pollution generating hard surfaces, and roof downspout infiltration trenches will infiltrate 100% of the stormwater tributary to the roofs. BMP T5.13: Post Construction Soil Quality and Depth will be applied to all converted vegetated areas. MR #8 – Wetlands Protection Based on the findings by EnviroVector in their report dated December 2022, Wetland ‘A’ is Category III wetland with a habitat score of 5, and is not a habitat for rare, endangered, threatened, or sensitive species, and does not contain a breeding population of any native amphibians, therefore only General Protection and Protection from Pollutants apply to this project. The sections on MR #1-7 and #9 describe in greater detail how those requirements are being met. See Figure 6 on the following page for the Department of Ecology flow chart for determining the MR #8 Requirements for this project and Appendix E for the full Critical Areas Report.
