OVERVIEW
The purpose of the Pre-Construction Meeting is to ensure that all required documents are received and accepted prior to start of construction. It is also an opportunity for the contractors
to meet with the City inspector(s) and Public Services Department officials that will be involved during the construction of the project. The project CPR Approval Letter and associated
permits contained a list of requested documents to be submitted prior to the pre-construction meeting and the documents requested will vary depending on each project. Questions pertaining
to the submission of these items should be discussed and resolved prior to or during the pre-construction meeting.
It is to the contractor’s advantage to submit these documents for review prior to the pre-construction meeting. Pending items must be resolved during the meeting or within two weeks
of the meeting or the contractor will be required to schedule another pre-construction meeting. No project will be permitted to start until all required documents are received and
accepted.
If there are changes to any of the documents during the construction of a project it will be the responsibility of the contractor to notify the City in writing within 30-days.

Construction Stormwater General Permit - CESCL Information
All Building Permits associated with the project. (Commercial Projects - N/A for Subdivision Construction)
ROW Permits - Submit TCP if not included in Civil Plans. Application / Review Fee is waived only Street Cut Fees are accessed.

EROSION CONTROL:
All perimeter Erosion Control Measures including a Stabilized Construction Exit must be installed and inspected prior to the start of any construction activities.
After the initial Erosion Control inspection is performed and construction activities begin, any maintenance issue unresolved in a timely manner or ineffective erosion control device
discovered by the Public Works Inspector or Building Inspector will be considered a violation of Yelm Municipal Code and no City Inspections will be performed until the issues are resolve
to the satisfaction of the Civil Review Engineer.
CESCL is responsible for inspection and reporting required under the applicable Construction Stormwater Permit. The City’s expectations are;
Clean streets with broom or shovel if mud, debris, or sediment is tracked off-site. The use of water is prohibited and inspections should also be made before a forecast rain event.
All Erosion Control Measures shall be inspected and maintained regularly. Additional measures shall be installed as necessary during construction.
A Concrete Washout shall be designated and installed prior to the concrete placement.
Stabilization measures shall be initiated as soon as practicable (within 7 days) in portions of the site where construction activities have temporarily (14 days or more) or permanently
ceased.
Detention Ponds shall be roughed in as soon as feasible and modified to function as a sedimentation pond during construction. Construct diversion swales as necessary to direct runoff
to the pond.
Franchise and Private Utilities. The main contractor onsite will be responsible for restoring all erosion and sediment control systems and public infrastructure damaged or disturbed
by underground private or franchise utility construction such as water and sewer service leads, telephone, gas, cable, etc. Erosion and sediment control systems must be immediately
restored after each utility construction.
Before Final Inspection/Acceptance;
ALL (on and off-site) disturbed areas shall be re-vegetated Erosion and Sediment Control and Temporary Erosion and Sediment Control Devices removed from the site.
Temporary Stockpiles shall be removed from the site, and/or adjacent property.
ENGINEER OF RECORD / PROJECT ENGINEER
Review and approve material submittals. Approved submittals shall be submitted to the Civil Review Engineer for concurrence before installation.
Evaluates test results and directs field corrections if needed.
Prepare material data sheets and test reports required by the specifications.
Conduct enough site visits for preparation of accurate As-Build (Record) Drawings.
CONSTRUCTION MANAGER / CONSTRUCTION INSPECTOR
Perform “Full Time” Inspection for Water & Sewer installation, “Part Time” Inspection for the drainage installation and street construction.
Direct testing as required by the Specifications to ensure that all work was done IAW with Approved Plans and Specifications.
Provide a qualified representative for all testing and inspection.
Submit daily inspection reports and data sheets to the Civil Review Engineer at least twice a month in PDF format.
WATER AND SEWER:
Contact City of Yelm Inspection’s Hotline a minimum of 2-days in advance for required water and sewer inspection services.
The Contractor shall not operate any valves that are part of the live water system, coordinate with the Water Department.
Water Line Test Pressure shall be tested at 200 psi for 15 minutes. See Development Guidelines Section 4.00.210 Hydrostatic Tests for further details.
All water system connections to serve buildings or properties with domestic potable water, fire sprinkler systems, or irrigation systems shall comply with the minimum backflow requirements
as established by the Department of Health (DOH) and the City of Yelm. See Development Guidelines Section 4.00.110 Backflow Prevention for further details.
Public Service Department - Ops shall get the certificate for testing of any backflow prevention device before releasing the certificate of occupancy on any building.
SE Thurston Fire Authority will test the fire line and obtain the certificate for underground piping, but will not test their portion of underground until Public Works has tested and
approved their main up to the fire line.
STREET AND DRAINAGE:
All workmanship and materials shall be in accordance with City of Yelm standards, and the most current copy of the State of Washington Standard Specifications for Road, Bridge, and Municipal
Construction.
The contractor shall be responsible for all traffic control in accordance with MUTCD. Prior to disruption of any traffic, traffic control plans shall be prepared and submitted to the
City for acceptance. No work shall commence until all accepted traffic control is in place. (Notify Civil Review Engineer 72-hours prior for lane closures and 1-week prior for any road
closures.)
All curb and gutter, street grades, sidewalk grades, and any other vertical and/or horizontal alignment shall be staked by an engineering or surveying firm capable of performing such
work.
Compaction of subgrade, rock, and asphalt shall be in accordance with the standard specifications.
Subgrade inspection shall be performed by an approved testing firm and forms shall be inspected for line and grade by an engineer before pouring concrete.
Certification as to conformance shall be provided to the City prior to acceptance of work.
The Contractor/Developer shall furnish and install all permanent signing.
Pre-construction photos and videos should be taken prior to the start of construction to document existing conditions. Make the City Inspector(s) aware of any existing damage that was
found.
A clear process shall be established for transmittals (RFI, Design Change Request, ect.) to be initiated through the Project Engineer who will review and respond accordingly after City’s
concurrence.
Any conflicts, deviations or field changes must be discussed with the Project Engineer and City Inspector(s) to determine prior to doing the work whether it is considered to be minor
(directed in the field and then identified in the record drawings) or major (requiring Construction Plan revision).
Standard hours for construction related activities are 7:00 a.m. – 6:00 p.m., seven days a week for on-site work within the City of Yelm Limits.
Project Acceptance (Final Plat, Certificate of Occupancy, or Temporary Certificate of Occupancy) the following items must be performed or provided to the satisfaction of the Civil Review
Engineer.
The work shown on the civil / construction site plans must be complete and the items on the final punch list completed.
Vegetation must be established and perimeter Erosion Control Measures removed.
As-built (Record) drawings of the complete project as .dwg, and PDF format.
Public infrastructure and services shall be surveyed after installation in relation to easements, property lines, and rights-of-way.
More than 2 ft deviation of design alignment of shall require new easement dedication or adjustment of the utility/storm drain.
Sanitary Sewer, and Storm Drainage (Including Private) elevations must be verified and updated. (Elevations out of design tolerance must be corrected)
Street Centerline, Width, Profiles and Cross slopes shall be verified.
More than 6 inches deviation of design alignment of shall require new right of way dedication or adjustment of the street section.
Professional surveyor shall provide stamp drawings specifically identifying the limits of as-built survey performed.
Adequate verification survey to confirm accuracy of drainage report.
As-builts should include the following information in a table; Linear Feet of new public streets, sidewalk (categorized by width), waterline, and sanitary sewer. Square feet of newly
dedicated right-of-way.
Unit price construction costs for review and approval for a 2 year maintenance bond.
Provide all Inspection Reports; approved submittals; special testing; compaction test results, etc to be used for the following;
Verification that the streets, sidewalk, storm sewer, water, fire line, and sewer lines, etc., were installed per approved plans and City of Yelm requirements.
Verification that the designed retaining walls were installed per approved plans and City of Yelm requirements.
Engineer’s Construction Inspection Report (Stormwater Facilities)
Surveyor’s Certification of Compliance for monuments and property pins.
(If Performance Bond Approved) Bond, guarantee, or letter of credit for all public improvements not constructed prior to final plat approval. (150% of the estimated cost of construction)
For Land Division Projects (Subdivisions, Short Subdivisions, Administrative Subdivisions, Subdivision Alterations, and Binding Site Plans) Review appropriate checklist for Final Application
requirements.
