1.0 Scope of Work
On July 25, 2024, Gary Randall, an accredited AHERA Building Inspector for EnviroTech Consulting
Services, LLC (ETCS), conducted an asbestos-containing materials survey of 604 Yelm Ave W, Yelm, WA
98597 Parcel# 21724141300.
This structure is a 2,028-square-foot, single-story commercial building. The last use of this structure was
for a dog groomer. The Thurston County Assessor lists the date of construction as 1950. The owner
requested this survey in preparation for demolition.
The exterior of this structure is sided with T1-11 wood panels and cedar shakes. The windows are vinyl,
aluminum, and wood framed. This structure has a gable over the main section, a flat roof over the
N.W. addition, and a sloped roof over the N.E. section. The gable and sloped roof are covered with
three-tab composite shingles. The flat roof is covered with rolled asphaltic roofing. The interior walls
are textured gypsum wallboard. The ceilings are a mix of textured gypsum wallboard and a drop-down
grid with acoustic ceiling panels. The floors are a mix of vinyl planks, sheet vinyl, and vinyl tiles. The
walls are insulated with non-suspect fiberglass, and the attic is insulated with non-suspect blown-in.
There were no suspect materials found in the crawlspace.
Samples were collected from all suspect building materials and were submitted for laboratory analysis.
The following suspect materials were investigated:
❖ Asbestos-Containing Building Materials
Field inspection, data collection, and report generation were based on the following Scope of Work:
❖ Perform a visual inspection of the subject property to identify and inventory all
accessible suspect asbestos-containing materials.
❖ Bulk sampling and analysis of identified suspect asbestos-containing materials.
❖ Provide quantity estimates of asbestos-containing materials.
❖ Provide a written report including sample descriptions, sample locations, and sample
location drawings.
The survey was intended to identify any possible asbestos-containing materials (ACM) that may be
disturbed during demolition, remodeling, or maintenance activities per 40 CFR 61 Subpart M and to
maintain compliance with WAC 296-62-07721 and current applicable Puget Sound Clean Air Agency
(PSCA) regulations. ETCS has made a best-effort attempt to identify materials that may be disturbed. In
addition, this asbestos survey meets the U.S. EPA's "Good Faith" asbestos inspection requirements.
Suspect (ACM) materials within the structure were identified and classified as either Surfacing
Materials, Thermal System Insulation, or Miscellaneous Materials.
❖ Surfacing Materials are those that are either spray-applied or troweled-on for acoustical,
decorative, or fireproofing purposes.
❖ Thermal System Insulation (TSI) is the insulation used to inhibit heat transfer or prevent
condensation on pipes, boilers, tanks, ducts, and other components.
❖ Miscellaneous Materials include all other materials not included in the above
categories, such as floor tiles, ceiling tile, roofing felt, cementitious materials,
wallboard systems, and products such as caulking, mastics, and putties.
Twenty-three (23) Miscellaneous and Surfacing Materials were collected and submitted for
laboratory analysis.
Limitations of the Assessment
This targeted assessment was limited to the referenced buildings and did not include areas beyond
their "footprint." As described in this report, this report's conclusions are professional opinions based
solely upon visual site observations and analytical data interpretation.
Typical construction techniques can render portions of the building inaccessible. As a result, additional
asbestos-containing building materials (ACBM) may be present in inaccessible areas (i.e., within wall
and ceiling cavities). Suspect ACBM within inaccessible areas should be presumed to contain asbestos
until characterized. The opinions presented herein apply to the site conditions existing at the time of
investigation and interpretation of current asbestos regulations. The recommendations provided may
not apply to future conditions that exist at the site mentioned above.
Survey Methodology
The supporting documentation provided within this survey report includes a material summary
table and appendices that include building drawings, lab analytical reports, the chain of custody
forms, and inspector certifications.
2.0 Asbestos Containing Materials (ACM) Summary
Bulk samples collected by ETCS were submitted to Washington Asbestos Testing LLC, 11200 Kirkland
Way #340A, Kirkland, WA 98033, for sample analysis using polarized light microscopy (PLM) with
dispersing staining in accordance with U.S. EPA method 600/R93- 166 as specified in 40 CFR Chapter I
(7-1-93 edition) Part 763, Subpart F, Appendix A, pages 499-504. Polarizing light microscopy quantifies
asbestos concentrations between 100% - 1% detection levels. Levels below 1% can be stated as None
Detected (N.D.).
For samples containing more than one separable layer of material, the report will include findings for
each layer (labeled 1 for layer one, 2 for layer two, etc.) and a total percentage for the entire sample.
The asbestos concentration is determined by visual estimation.
For those samples with asbestos concentrations between one and ten percent based on visual
estimation, the EPA recommends a procedure known as point counting (NESHAPS, 40 CFR Part 61).
Point counting is a statistically more accurate means of quantification for samples with low
concentrations of asbestos. Point counting will only be performed at the owner's or owner's agent
request.

3.0 Assessment and Recommendations
Assessment
The ACM identified in the subject structure falls into the Miscellaneous and Surfacing categories. The
asbestos-containing building material (ACBM) found in this structure:
a. In room 6 (bathroom), the bottom layer of flooring is a tan/red vinyl tile. This floor is asbestos-
containing.
b. In rooms 2, 6, and 9, the wall and ceiling texture and joint compound contain trace amounts of
asbestos (less than 1% asbestos content).
Recommendations
Asbestos Material <1%
The asbestos-containing material in this structure that is <1% is not a regulated material and
does not require an abatement contractor for removal and disposal; however, Washington
State Labor and Industries have published rules for the safe removal of GWB that contain trace
amounts of asbestos in the joint compound and textures. Most requirements for <1% asbestos
work are found in WAC 296-62-07712(2,4 & 5), WAC 296-62-07722(5), and WAC 296-62-
07728. These materials may be left in place during demolition and disposed of as regular non-
asbestos building debris.
Asbestos Materials >1%
All material in this structure with an asbestos content >1% is regulated material and must be
abated before any demolition or remodeling activity that may disturb these materials at the
subject property. A Washington State Certified Abatement Contractor must conduct the
abatement of ACM. The owner or the owner's contractor must not disturb the ACM.
A copy of this report must be provided to any employee or contractor conducting renovation or
demolition activities at this structure.

4.0 Statement of Compliance
In accordance with WAC 296-62-07721 and current applicable PSCA regulations, EnviroTech Consulting Services
LLC performed an Asbestos Building Survey at 604 Yelm Ave W, Yelm, WA 98597, Parcel# 21724141300.
A Washington State Certified Asbestos Abatement Contractor must conduct the abatement of asbestos -
containing materials. Should employees or contract personnel encounter any suspect asbestos-containing
materials, it is their responsibility to:
1. Contact a representative of the owner.
2. Consult the inspection report to determine whether the suspect material contains asbestos.
3. Ensure that all employees and contractors are informed and advised of the location and type of
materials that contain asbestos.
