SCOPING MEMO Sternoff Yelm Yelm, WA August 2, 2024 HeathTraffic.com Sternoff Yelm - Scoping Memo 2 August 2, 2024 City of Yelm Traffic Impact Analysis Scoping Memo The intent of this assessment is to provide Yelm with a trip generation summary and site characteristics for the proposed project herein referred to as Sternoff Yelm. A project description is provided below. PROJECT DESCRIPTION · Proposal o Sternoff Yelm is a proposed residential development comprised of up to 71 mobile homes that will be aged-restricted to 55 and over. · Location o The project site is bordered to the east via Canal Road SE and to the south by Northern Pacific Road NW o The site is located on undeveloped tax parcel #: 64300900100 comprised of 10-acres. · Site Access o Site ingress/egress is proposed via: o Northern Pacific Road SE approximately 440-ft south of Canal Road SE right-of-way o Canal Road SE approximately 120-ft north of Northern Pacific Road SE right-of-way A vicinity map of the surrounding roadway network is provided on the following page in Figure 1 with the subject site highlighted in blue. A conceptual site plan is presented in Figure 2. In review of ITE’s Land Use Codes (LUC), LUC 240 – Mobile Home Park was selected. Dwelling units were used as the input variable with ITE’s equations to determine trip ends. Table 1 below highlights the estimated number of trips to/from the proposed development. Refer to the appendix for ITE trip generation sheets. TRIP DISTRIBUTION & ASSIGNMENT Traffic has been assigned via TAZ Map 1018 with some minor adjustments as the distribution model assumes completion of the SR 510 bypass loop. Since the bypass is not anticipated to be completed at the time of project buildout, most traffic would be routed to and from the south and east directions. Refer to Figure 3 for the PM peak hour trip distribution & assignments.
