INTRODUCTION Heath & Associates has been engaged to prepare a Traffic Impact Analysis (TIA) to assess the impacts of a proposed residential development located within Yelm city limits. This report will review existing traffic conditions in the general vicinity of the project site and compare them against future buildout conditions with and without the proposed development. As a final step, conclusions and mitigation measures, if needed, are identified. A project description is summarized in the following section. 2. PROJECT DESCRIPTION The Reserve at Palisades is a proposed residential development comprised of 39 single-family homes located within Yelm city limits. The subject site is partially bordered to the northwest via SR 507 and located west of Palisades Street SE. The project is situated on 9.71-acres within undeveloped tax parcel number 21725130200. Site ingress/egress is proposed via two new access connections to Palisades Street SE, one to the north end of the property and one on the south end of the property. A vicinity map is provided below which highlights the nearby roadway network with the subject site highlighted in red. Figure 2 on the following page displays the conceptual site plan. EXISTING CONDITIONS 3.1 Existing Street System Characteristics of the major roadways and arterials serving the subject site are described below. SR 5071: is a north-south two-lane, minor arterial bordering the subject site to the north. The roadway’s cross section near the subject site is comprised of one travel lane in each direction and a southbound right-turn onto 105th Avenue SE. Non- motorist infrastructure is generally not available in the site vicinity; however, bikes lanes are provided along the southeastern side of the roadway, north of the subject site. The Yelm-Tenino Trail is provided along the northside of the roadway. The posted speed limit is 40 mph. Per WSDOT data, the AADT (average annual daily traffic) is ~9,500 as of 2023. Palisades Street SE: is a north-south two-lane, local roadway which the project proposes to access from. The local roadway currently serves approximately 24 single- family homes. Sidewalk is available along the western side of the roadway. There is no posted speed limit so the city standard of 25 mph is assumed. 3.2 Transit Service A review of the Intercity Transit regional bus schedule indicates that transit is available under one mile from the subject site. The closest stop in relation to the subject site is served via Route 94 with stops located at the intersection of Yelm Avenue (SR 507) & 3rd Street SE (~5,100 feet northeast). Route 94 provides service from the Olympia Transit Center to the Yelm Walmart. Weekday service is provided from 6:04 AM – 9:58 PM with approximately 60-minute headways during peak travel times. Weekend service is provided from 7:15 AM – 9:58 PM with approximately 60-minute headways. Refer to the Intercity Transit website for more detailed information. 1 Managed Access Class 2 HeathTraffic.com The Reserve at Palisades TIA 7 3.3 Existing Peak Hour Volumes and Travel Patterns Field data for this study was collected in August of 2024 at the study intersection of SR 507 & Palisades Street SE. Data were obtained during the PM peak period from 4:00-6:00 PM. The single hour representing peak volumes for the PM time period is then determined and used for capacity analysis. The PM peak hour was found to occur from 4:15-5:15 PM with 960 total entering vehicles (TEV). Figure 3 highlights existing PM peak hour volumes. Count sheets have been included in the appendix for reference. 3.4 Non-Motorist Activity and Infrastructure Pedestrian and bicycle activity were monitored at the study intersection during routine PM peak hour field counts. Given the surrounding area, no non-motorist activity was recorded during the peak hour. Non-motorist infrastructure in the site vicinity is comprised of continuous sidewalk along the western/northern side of Palisades Street SE. Moreover, the Yelm-Tenino Trail is located along the northside side of SR 507 which leads into the city area. A marked pedestrian crosswalk is available to the north at the intersection of SR 507 & Carter Street SE/Brighton Road SE. FIGURE 3 EXISTING PM PEAK HOUR VOLUMES THE PRESERVE AT PALISADES N SITE507 507 497 6 8 03419 STOP STOP 2 1 4 11 9 0 P A L I S A D E S S T S E 8 HeathTraffic.com The Reserve at Palisades TIA 9 3.5 Roadway Improvements The city of Yelm’s most recent (2022-2027) Transportation Improvement Plan, Thurston County’s Transportation Plan (2024-2029), and the Washington State STIP (Statewide Transportation Improvement Program) (2024-2027) were all reviewed. The city of Yelm’s TIP and the WSDOT STIP both indicated planned improvements in the vicinity of the proposed project, each project is listed and described below. Project has been constructed. $11,482,200 2nd St SE – Sidewalk Improvements ID #: WA-12343 Mosman Ave to 575’ S/O Mosman Ave Construct new 5-foot-wide multi-use concrete sidewalk along the west side of 2nd Street SE from Cochrane Park to the existing sidewalk along Mosman Ave. Project has been constructed. $250,000 Statewide Transportation Improvement Plan SR 510/Yelm Loop SR 510 Traffic throughout the city is extremely congested at this time. This project will construct the second stage of a new alignment for SR 510 through the city of Yelm. When complete, this project will relieve congestion and improve motorist safety. $58,697,552 Several planned improvements would further increase non-motorist mobility in the city. Moreover, the anticipated new SR 510 loop would relieve congestion along SR 507 (E Yelm Avenue). It is important to note that some of the Yelm projects may be completed or under construction given the date of the City’s TIP. HeathTraffic.com The Reserve at Palisades TIA 10 3.6 Existing Level of Service Peak hour delays were determined through the use of the Highway Capacity Manual 7th Edition. Capacity analysis is used to determine level of service (LOS) which is an established measure of congestion for transportation facilities. The range2 for intersection level of service is LOS A to LOS F with the former indicating the best operating conditions with low control delays and the latter indicating the worst conditions with heavy control delays. Detailed descriptions of intersection LOS are given in the Highway Capacity Manual. Level of service calculations were made through the use of the Synchro 12 analysis program. For side-street stop-controlled intersections, LOS is determined by the approach with the highest delay. Table 2 below summarizes existing LOS and delays for the intersection of study. Refer to Table 3 below. The collision occurred at 9:50 PM when a left turning vehicle (from SR 507 onto Palisade) was listed as “striking a linear curb”. Weather conditions were listed as clear/partly cloudy with a dry roadway surface. The contributing driver circumstance is listed as exceeding stated speed limit. FORECAST TRAFFIC DEMAND & ANALYSIS 4.1 Project Trip Generation Trip generation is defined as the number of vehicle movements that enter or exit the respective project site during a designated time period, such as a specific peak hour (AM or PM) or an entire day. Trip generation estimates were derived from the Institute of Transportation Engineers (ITE) publication, Trip Generation, 11th Edition. In review of ITE’s Land Use Codes (LUC), LUC 210 – Single-Family Detached Housing was selected. Dwelling units were used as the input variable with ITE’s equations to determine trip ends. Table 4 below highlights the estimated number of trips to/from the proposed development. Refer to the appendix for ITE trip generation sheets. Table 4: Project Trip Generation Land Use Units AWDT AM Peak-Hour Trips PM Peak-Hour Trips In Out Total In Out Total Single-Family 39 424 8 24 32 26 15 41 According to ITE data, the project is estimated to generate 424 weekday daily trips with 32 AM peak hour trips (8 inbound/24 outbound) and 41 PM peak hour trips (26 inbound/15 outbound). 4.2 Distribution & Assignment Trip distribution describes the process by which project generated trips are dispersed on the roadway network surrounding the site. Trip distribution for this project follows TAZ Map 1075 which was provided by TRPC. The TAZ Map displays a 75%/25% northeast/southwest split along SR 507 at Palisades Street SE. Refer to the appendix for the provided TAZ Map. Figure 4 displays the PM peak hour trip distribution & assignment. HeathTraffic.com The Reserve at Palisades TIA 13 4.4 Future Peak Hour Volumes A 3-year horizon of 2027 was used for future traffic delay analysis. Forecast 2027 background traffic volumes were derived by applying a one percent compound annual growth rate to the existing volumes shown in Figure 3. This growth rate is generally used in other projects within the city. Moreover, historic WSDOT ADT volumes along SR 507 just south of Palisades Street show less than a one percent growth rate per year4. The one percent growth rate is considered conservative. Also taken into consideration are in-process developments within the city which include: C & E Commercial, Yelm Circle K, Country Meadow Estates I, Country Meadow Estates II, Armor Storage, Habitat for Humanity, Liberty Grove, Blue Fern Railway Road, The Hutch, Willow Glenn IV, 407 E Yelm Coffee, Middle Road Plat, Tahoma Ranch, Deutscher Commercial, and the Summit at Thompson Creek. PM peak hour pipeline volumes are shown in Figure 5. This analysis once again involved the use of the Synchro 12 analysis program. Delays for the study/access intersection under future conditions are shown below in Table 5. Per WSDOT’s Synchro policy, the future peak hour factor (PHF) has been set to 1.0. LOS Delay LOS Delay SR 507 & Palisades St SE Two-Way Stop D SEB C 23.3 D 25.4 Forecast 2027 PM peak hour level of service is shown to meet city standards operating with LOS C conditions without project traffic and LOS D conditions with project traffic. 4.5 Left Turn Lane Warrant Left turn lanes are a means of providing necessary storage space for left turning vehicles at intersections. Procedures prescribed by WSDOT Design Manual Exhibit 1310-9 were used to ascertain storage requirements at the proposed access intersection of SR 507 & Palisade Street SE. Based on forecast 2027 PM peak hour volumes with project traffic – a left turn lane would be warranted. Refer to the appendix for the left turn warrant nomograph. As a southbound left-turn lane would benefit the existing ~24 dwelling units on Palisade Street SE, along with causing less disruption to through traffic on SR 507, it is recommended that the City either allow Traffic Impact Fee credit or that the applicant pay a proportional share of the construction costs. Infrastructure improvements along a state route places a significant burden on a project of this size and could render the plat infeasible. Further coordination with the City is recommended regarding the left- turn lane needs. HeathTraffic.com The Reserve at Palisades TIA 19 4.6 Access & Sight Distance Access to and from the site is proposed via Palisades Street SE, an existing intersection along SR 507. With 24 existing single-family homes and 39 additional proposed homes, (63 total) the estimated ADT is around 660 which fall within WSDOT’s Driveway Sight Distance Standards5. Based on the posted speed limit of 40 mph, sight lines need to meet or exceed 305 feet. Preliminary measurements at SR 507 & Palisades Street SE, sight lines are shown to exceed the 305-foot requirement to the north and south along SR 507. Moreover, the development is proposed to access Palisades via two new connections, each connection shall follow City/AASHTO design standards. 5 WSDOT Design Manual – Chapter 1340.03(3) Sight Distance. CONCLUSIONS & MITIGATION The Reserve at Palisades is a proposed residential development comprised of 39 single-family homes located within Yelm city limits. The subject site is situated on 9.71-acres within a single undeveloped tax parcel. Site ingress/egress is proposed via Palisades Street SE and subsequently two connections to Palisades Street SE. PM peak hour counts were conducted at the study intersection of SR 507 & Palisades Street SE/105th Avenue SE. Existing level of service was shown to meet WSDOT LOS D standards operating with LOS C conditions. Based on ITE data, the project is anticipated to generate 424 average weekday daily trips with 32 AM peak hour trips and 41 PM peak hour trips. A three-year horizon of 2027 was evaluated to assess future conditions with and without project generated traffic. Forecast 2027 peak hour analysis included a one percent background growth rate and several pipeline projects to establish future peak hour volumes. Forecast 2027 PM peak hour level of service was shown to continue meeting standards operating with LOS D conditions with project traffic. A left turn lane was analyzed at the access via SR 507 & Palisades Street SE; based on forecast 2027 volumes with project traffic, a left turn lane was found warranted. Based on the analysis above, recommended mitigation is as follows: 1. A southbound left-turn lane on SR 507 onto Palisade Street SE was found warranted with the project buildout based on existing traffic volumes. Other existing homes on Palisade contribute to the need of the turn lane. A turn lane would also improve conditions along SR 507 by removing stored left-turning vehicles into a separate lane. Given the benefit to other homeowners and road users, and based on the size of this project, discussion with the City is recommended on whether a proportional share contribution toward construction costs would be appropriate or if Traffic Impact Fee credit could be received. 2. The proposed development is subject for Transportation Facilities Charge. The city imposes a fee of $1,497.00 per PM peak hour trip. Initial fees are estimated as follows: 41 PM Peak Hour Trips x $1,497.00 = $61,377.00. Finals fees will be assessed by the City at the time of building permit issuance.
