1 Any trees removed as a result of the development shall be replaced at a ratio
of two replacement trees per each removed tree (2:1).
Trees removed during the course of construction will be replaced in accordance with the approved landscape plans
on file with the City.
2 A lighting plan conforming to 18.59.050 of the Yelm Municipal Code (YMC) must be submitted at the
time of Civil Plan Review.Lighting plan prepared by TENW was approved by and on file with the City.
3 Plans submitted during Civil Plan Review shall include all survey monuments.Sheet C1.20 of the approved civil plans, on file with the City, depict survey monuments to be set at completion of
site development.

Any proposed irrigation system shall incorporate a backflow prevention device and conform with the cross-
connection and backflow control program as defined in Section 13.04.220(D) YMC. The final landscape
plan submitted with civil plans must provide a detailed irrigation plan.
The required backflow devices are incorporated in the plans and details on Sheets L3.01 and L3.02 of the approved
plans on file with the City.

Frontage improvements along Railway Road are required, and must be completed to the Neighborhood
Collector standard. The proposed local access roads must be completed to the Local Access Residential
standard. These standards are illustrated in Chapter 2 of Yelm's Engineering Specifications and Standards
Details.
Railway Road frontage improvements and onsite roads will be completed as shown on the approved plans for
Shelm Meadows, on file with the City.
6 The Applicant shall pay all School Impact Fees, Fire Impact Fees, and Transportation Facility Charges at
the time of building permit issuance.
Impact fees will be paid at building permit issuance. Two lots in the plat (TBD) shall be credited for houses existing
prior to development.
7 Plans submitted during Civil Plan Review shall include an addressing map for approval by the Building
Official.The addressing plan was submitted to the City October 23, 2023
8 Plans submitted during Civil Plan Review shall include the proposed location and details for mailbox

The Applicant shall provide a performance assurance device in order to provide for maintenance of the
required landscaping for this subdivision, until the homeowners' association becomes responsible for the
landscaping maintenance. The performance assurance device shall be 150 percent of the anticipated cost to
maintain the landscaping for three years.
The required maintenance bond will be provided by the developer.

Stormwater facilities shall be located in separate recorded tracts owned and maintainged by the
homeowners' association. The stormwater system shall be held in common by the homeowners' association
and homeowners' agreement shall include provisions for the assessment of fees against individual lots for
the maintenance and repair of the stormwater facilities. All roof drain runoff shall be infiltrated on each lot
according to SWMMWW standards.
Storm Drainage Tract C will be conveyed to the Shelm Meadows Homeowners Association (formed November 15,
2024) by plat dedication and CCRs (a draft of which is provided with this submittal) provide for assessments to
maintain Common Element facilities. Roof drainage will be infiltrated on each lot and CCRs require lot owners to
maintain their respective lot's facilities.

The Applicant shall secure all necessary demolition permits prior to demolition of current structures on
property and shall provide the required Olympic Region Clean Air Agency (ORCAA) report before
demolition may begin.
The contractor acquired all necessary permits for demolition of the existing structures.

The Applicant shall submit a fire hydrant plan to the Planning & Building Department for review and
approval as part of the civil engineering plans prior to final subdivision approval. The Applicant shall
submit fire flow calculations for all existing and proposed hydrants. The Applicant shall be responsible for
the fee for hydrant locks on all fire hydrants required and installed as part of development. These fees shall
be collected by the Planning & Building Department prior to final plat recording.
A fire hydrant plan was submitted to the City October 23, 2023. Fire flow calculations were provided March 5,
2024. The developer will provide fees for hydrant locks as required.

The civil engineering plans shall include a search and report of adjacent wells and their locations.Any
onsite wells shall be decommissioned,and water rights dedicated to the City of Yelm.Offsite wells within
100 feet of the property shall be identified, and well protection radius provided.
Onsite wells have been decommissioned per DOE requirements. No offsite wells were found within 100' of the
property, according to public records searches and observation.

Streetscape landscaping is required. Preliminary landscaping plans indicate streetscape landscaping,
including shrubs and street trees, for the frontage improvements along Railway Road and for the new
internal streets (Streets 'A', 'B', 'C', 'D', and 'E'). During Civil Plan Review, the final landscaping plans must
conform to Section 18.55.020(C) YMC.
Streetscape landscaping and details is shown on Sheets L2.01 through L2.23 of the approved plans on file with the
City.

Perimeter landscaping is required. For residential subdivisions, a perimeter fence may be used instead.
Plans submitted during Civil Plan Review must include either a perimeter fence or a perimeter landscape
conforming to Section 18.55.020(B) YMC.
A 6' high board fence is provided along the perimeter of the site, as depicted on sheet L2.01 of the approved civil
plans on file with the City.
