CV 011806 Weber storage rhoton road long property M E M O R A N D U M City of Yelm Community Development Department Engineering Division   Pre-Application Meeting January 18, 2006 Civil Engineering Comments These comments are preliminary in nature and are not intended to represent final comments and or requirements for the City of Yelm. Until a complete application is made, the Community Development Department can only attempt to inform the applicant of general requirements as they appear in the form presented by the applicant at the time of pre-submission. Proponent: Randy Weber, Thomas Construction Project: Mini Storage Project Location: Rhoton Road SE Yelm, WA 98597 Tax Parcel Number 22719240300 Water The proposed site is currently not connected to the City of Yelm’s water system. This project would be required to connect to the city system. Water connection fees are based on a consumption rate of 900 cubic feet a month for each ERU. Each ERU is charged at a rate of $1,500 (fee subject to change) inside city limits. At the time of application submittal you will be required to submit water usage calculations provided by a licensed civil engineer for the proposed commercial use of the property. Connection fees will be calculated using the information provided by your engineer. The existing 8” water main is located in the Rhoton Road. This project will be required to extend the water main onsite as needed for fire protection, fire hydrants and domestic water services. A back flow prevention device will be required to be installed on the water services pursuant to the Washington Administrative Code. Sewer The proposed site is currently not connected to the City of Yelm’s S.T.E.P. sewer system. Sewer connection fees are based on the same ERU as water and are charged at a rate of $5,569.00/ERU (fee subject to change) inside city limits. At the time of application submittal you will be required to submit water usage calculations provided by a licensed civil engineer. The sewer fees will be calculated using the information provided by the engineer. This proposal will be required to install a step sewer system that includes the service lines, pumps tanks, pump controls and connection to the existing 12” sewer main in Vancil Road. Fire Fire protection for the buildings must be provided per the International Fire Code. The building official will review the requirements to meet the current fire code. Stormwater The City has adopted the 1992 Department of Ecology Stormwater Manual. When designing the stormwater facility the city requires a 10’ setback from the property line or tract line, separation between high ground water and the infiltration surface and stormwater treatment prior to infiltration. This area is known to be a high ground water area and may be difficult to maintain the separation from ground water to the infiltrative surface. Street Improvements Frontage improvements shall be consistent with Yelm’s Development Guidelines. These improvements may consist of asphalt widening, curb and gutter, landscape planter, street trees, sidewalk and street lighting. Rhoton Road is classified as a “Neighborhood Collector.” This roadway typically requires a half street section of: 16’ paved asphalt section, concrete curb and gutter, planter island, 5’ sidewalk and street lighting. This street classification also does not allow on street parking. At site plan approval the city will review the frontage improvements and project access. Street Lighting Street lighting will be required for this project. The application will be reviewed at the time of site plan review. ADA Requirements The American Disabilities Act required that facilities are ADA accessible. Facility improvements will have to meet current code. Review of these improvements will be determined upon further review of the civil and architectural plans.
