Barghausen Consulting Engineers, Inc. 18215 72nd Avenue South Kent, WA 98032 RE: Yelm RV/Boat & Mini Storage - City of Yelm Project No. SPR-07-0276-YL Initial Review of Civil Construction Documents Dear Hal: The City of Yelm has completed the initial review of the proposed Yelm RV/Boat & Mini Storage. Your application included: Construction Documents Stormwater Report Landscape Plans Civil Review Application and Engineer Letter We have reviewed the plans for compliance with the City of Yelm Development Guidelines, the DOE Stormwater Manual and general standards of civil engineering practice. The following comments need to be addressed before the plans may be approved for construction. Our comments are summarized below: Water Comments: The developer is responsible for the cost of the fire hydrant locks and the City of Yelm Water Department will order and install them. The cost of the locks are $300.00 each and will be invoiced at the time of construction plan approval. The existing water main is a 10” AC main. This water main travels between Rhoton Road and Crystal Springs Road. The City request that you connect to this main using live or hot tap. This is typically of both locations. The watermain must be constructed using PVC instead of DI. PVC C-900 Class 150 is required. Please remove the inline 8” gate valves at all locations except at stations 10+00, 14+22.82, 18+85.73 and 21+28.47. Please show the potable water meter and any irrigation meters on the plan. They will need to be located on the frontage of Rhoton Road and outside the security fencing. Following the meters a RPBA will be required behind the water meter and a DDCV will be required behind the irrigation meter. Please see COY details and add the appropriate details to the plans. Sewer Comments: Please show the existing STEP sewer force main and the service connection to the existing force main. Also call out the type of connection for the service line. The piping between the STEP tank and the force main connection should be called out as a service line instead of a force main. Please specify the pump model to be used as an OSI 20gpm pump. Please show the location of the pump control panel and a hose bib within 50’ of the STEP tank. Grading and Stormwater Comments: Under this review it is understood that you are deferring the frontage improvement so this review does not contain any review of the frontages. The City requires the stormwater report to be written in the format from the 1992 DOE manual or the Thurston County Drainage Manual. However I will accept the Technical Information Report format that you have used. I would however ask that you include a section that would cover the TESC measures for the site and also include the Commercial Stormwater agreement required for this site. The stormwater report should have a section about maintenance and operations of the pervious pavement. Please include the driveway widths and radius of driveways returns. Please include detail sheets and street general notes. Please include sidewalk and width on plan sheets. Landscape and Irrigation Comments: Type II landscaping is required adjacent to buildings and around the perimeter of the site.  Rather than an 8 foot planter strip, an 8 foot concrete masonry unit (CMU) is required along the south property line but is not to encroach into the shoreline jurisdictional area and the 100 year floodplain. All landscaping shall consist of drought tolerant shrubs and bark instead of grass within the planters. If an irrigation system is proposed the city requests that it be a drip type system. It appears that the applicant is showing Type III landscaping along the property frontage.  The approval indicated that the City is in favor of waiving the frontage improvements.  If the applicant chooses to accept the waiver, A Right-of-Way Dedication Deed and a Waiver of Protest is required to be submitted to the City and then recorded with the County prior to Civil Plan Approval. If frontage improvements are necessary every third tree proposed along the frontages of Rhoton Road must be an accent tree from the street tree list. Please replace the two proposed Village Green Zelkova trees located on either side of the entrance to the south (adjacent to the office) with two kousa dogwood trees.  The Green Zelkova may become too large at full maturity and affect visibility at the entrance. All proposed buildings must meet the minimum setback requirements. Miscellaneous Items: Signature Approval Block needs to read “Development Review Engineer.” Please include on sheets with elevations the vertical datum, basis or bearings and benchmark. The developer shall provide and record a “protective well covenant” meeting the standards of the Thurston County Health Department restricting any contaminant sources within the 100-foot well radius of the well located on the property to the north of this site.  Please review and revise the plans to address the above referenced comments. When the project is resubmitted you will need to submit 4 sets of plans, 2 stormwater reports. The project engineer should include a written response with the resubmittal, indicating how all the review comments above have been addressed or responded to.
