Initial Review of Civil Construction Documents
Dear Hal:
The City of Yelm has completed the initial review of the proposed Yelm RV/Boat & Mini Storage. Your application included:
Construction Documents
Stormwater Report
Landscape Plans
We have reviewed the plans for compliance with the City of Yelm Development Guidelines, the DOE Stormwater Manual and general standards of civil engineering practice. The following
comments are from Community Development (Engineering), Water, Sewer and Public Works Departments only. The following comments need to be addressed before the plans may be approved for
construction. Our comments are summarized below:
Water Comments:
The developer is responsible for the cost of the fire hydrant locks and the City of Yelm Water Department will order and install them. The project will not be final until the City of
Yelm has received the payment in full for the fire hydrant locks.
The existing water main should be a ten inch main (AC). This water main goes between Rhoton Road and Crystal Springs Road, May use a Hot Tap and saddle at station 10 + 00.
Please use PVC pipe Class 150 /C- 900.
Why do we have a eight inch gate valve at each tee, at the fire hydrants runs? Can reduce this too eight inch gate valve at stations 10 +00, 14 + 22.82, 18 +85.73 and 21 + 28.47.
May use a hot tap and saddle at station 21 +28.47.
Will need to have Bollards around the fire hydrants to protect them.
I do not see a Potable water meter or an Irrigation meter and back flow assemblies on this print. Will the service lines come from the water main on Rhoton Road? Please do not place
them behind the fence or gate.
Jim is the city going to just Reduce Pressure Backflow Assemblies for commercial projects?
Please include 2-valves for each tee and 3-valves for each cross.
Sewer Comments:
Please make sure the leader lines for callouts are connected to the right location.
Existing step sewer is not shown. Please show the existing sewer main and proposed connection.
Please show and callout on the plans the location and details for the electrical hook up, alarm and controls, pump and pump type.
Reference is made on the drawing to a “Forcemain” between the STEP Tank and the existing forcemain. This should be called a “Service Line”
Please indicate how this new service Line will be connected to the force main .
Please specify the pump model to be used (should be a 20gpm pump)
Please show the location of the Pump Control Panel.
Please show the location of a hose bib for servicing this tank (must be installed within 50’ of tank)
Grading and Stormwater Comments:
How do you propose to treat offsite or Rhoton Rd. street frontages storm water run off, on site.
Please go online and see the City of Yelm Plan Checklist for civil plans.
Are there any wells, septic tanks or fuel tanks on site?
Describe the aesthetic considerations for facilities.
Home owners Agreement and Articles of Incorporation are not shown or described in the Storm Water Plan.
Facility Summary Form and Engineers estimate should be included in the Storm Water Plan.
Erosion Control Plan Report, I did not find these described in detail for the plan. This should also include the following: 1. Construction Sequence and procedure. 2. Trapping Sediment.
3. Permanent Erosion Control and Site Restoration. 4. Geotechnical Analysis and Report. 5. Inspection Sequence.
Are there any existing or proposed wells within 1,200 feet of the detention or retention pond?
Street:
Please include a plan view in which should show. 1. Flow direction arrows at curb returns showing grade. 2. Spot elevations. 3. Station PC, PT, PI and Intersections. 4. Curve Information
Delta, Radius, Length and Tangent. 5. Begin Curb Radius and End Curb Radius. 6. Identify all field design situation. 7. Typical Sections 8. Pavement markings details with station and
offset. 9. Sidewalks. 10. Driveway entrances which should include. Station, Width and material, Driveway type. 11. Curb ramps-Detail and type. 12. Public Transit and bus stops if any.
Please include a profile view in which should show. 1. All vertical information. 2. Grades. 3. Elevated roadways showing details and flow.
Please include detail sheets and street general notes.
Landscape and Irrigation Comments:
Type II landscaping is required adjacent to buildings and around the perimeter of the site. Rather than an 8 foot planter strip, an 8 foot concrete masonry unit (CMU) is required along
the south property line but is not to encroach into the shoreline jurisdictional area and the 100 year floodplain.
The bottom of any infiltration facility for stormwater discharge shall be located at least 6 feet above the base flood elevation per conditions of approval.
The developer shall provide and record a “protective well covenant” meeting the standards of the Thurston County Health Department restricting any contaminant sources within the 100-foot
well radius of the well located on the property to the north of this site.
All landscaping shall consist of drought tolerant shrubs and bark instead of grass within the planters.
A drip irrigation system is required along the frontages of Rhoton Road.
No structures are allowed with the flood plain including fencing.
It appears that the applicant is showing Type III landscaping along the property frontage. The approval indicated that the City is in favor of waiving the frontage improvements. If
the applicant chooses to accept the waiver, A Right-of-Way Dedication Deed and a Waiver of Protest is required to be submitted to the City and then recorded with the County prior to
Civil Plan Approval. Please contact Nisha Box for copies of the two documents.
Every third tree proposed along the frontages of Rhoton Road as part of Type III landscaping must be an accent tree from the street tree list.
Please replace the two proposed Village Green Zelkova trees located on either side of the entrance to the south (adjacent to the office) with two kousa dogwood trees. The Green Zelkova
may become too large at full maturity and affect visibility at the entrance.
All proposed buildings must meet the minimum setback requirements.
Miscellaneous Items:
Signature Approval Block needs to read “Development Review Engineer.”
Need to provide revision block.
Please include on the plan sheets, survey monumentation locations and details.
Please include sidewalk and width on plan sheets.
Please include roadway sections on the plan sheets.
Please provide a Maintenance Report in which should include: 1. Required type and frequency of long-term maintenance. 2. Identification of responsible maintenance organization. 3. Frequency
of sediment removal. 4. Cleaning of catch basins. 5. Vegetation.
Please add a Field Verify Note on Drawing. Expose connection point and verify fittings.
Please review and revise the plans to address the above referenced comments. When the project is resubmitted you will need to submit 4 sets of plans, 2 stormwater reports. The project
engineer should include a written response with the resubmittal, indicating how all the review comments above have been addressed or responded to. This will significantly expedite our
