The purpose of this checklist is to provide information to help identify impacts from your proposal, to reduce or avoid impacts from the proposal if it can be done, and to help the City decide whether an EIS is required. An environmental impact statement (EIS) must be prepared for any proposal with probable significant adverse impacts on environmental quality. This environmental checklist asks you to describe some basic information about your proposal. The City will use this checklist to determine whether the environmental impacts of your proposal are significant and require preparation of an EIS. You must answer each question accurately, carefully and to the best of your knowledge. Answer the questions briefly, but give the best description you can. In most cases, you should be able to answer the questions from your own observations or project plans without the need for experts. If you do not know the answer, or if a question does not apply to your proposal, write "do not know" or "does not apply". Complete answers to the questions now may avoid delays later. If the space provided is too small, feel free to attach additional sheets. Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations. Answer these questions if you can. If you have problems, the city staff can assist you. The checklist questions apply to all parts of your proposal even if you plan to do them over a period of time or on different parcels of land. Attach any additional information that will help describe your proposal or its environmental effects. You may be asked to explain your answers or provide additional information for determining if there may be significant adverse impacts. Give brief, complete description of your proposal, including the proposed uses and the size of the project and site. There are several questions later in this checklist that ask you to describe certain aspects of your proposal. You do not need to repeat those answers on this page. The project proposal is to construct 11 buildings for personal mini storage units. An additional building will be a 1,050-square-foot office located in the southeast corner of the site. Improvements to the site will include two new driveway connections to Rhoton Road S.E.; parking associated with the proposed office building; paved drive aisles surrounding each of the proposed mini storage buildings and in the open RV parking areas, storm drainage facilities including pipes, catch basins, and infiltration tanks. Frontage improvements will be installed along Rhoton Road S.E. Perimeter landscaping will be installed consistent with City zoning codes, as depicted on the preliminary landscaping plans submitted for review with this application. 12. Location of the proposal. Give sufficient information for a person to understand the precise location of your proposed project, including a street address, if any, and section, township, and range, if known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. You need not duplicate maps or detailed plans submitted with any permit applications related to this checklist. The site is located on Rhoton Road S.E., Thurston County Parcel No. 22719240300, located in the Southeast quarter of the Northwest quarter of Section 17, Township 19 North, Range 2 East. General description of the site (circle one): la ,rolling, hilly, steep slopes, mountainous, other What is the steepest slope on the site (approximate percent slope)? The steepest slope on the site is approximately 70-percent, located along Yelm Creek in the west portion of the site. c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any prime farmland. According to the Thurston Soil Conservation Service map, the majority of the site is Spanaway gravelly sandy loam. d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. The applicant is unaware of unstable soils in the immediate vicinity of the site. e. Describe the purpose, type, and approximate quantities of any filling or grading proposed. Indicate source of fill. Approximately 7,000 cubic yards of fill are expected on the site. Could erosion occur as a result of clearing, construction, or use? If so, generally describe. Erosion could occur as a result of construction on the site unless Best Management Practices for erosion and sedimentation control are implemented prior to site development. About what percent of the site will be covered with impervious surfaces after project construction such as asphalt or buildings? Approximately 62-percent of the site will be covered with impervious surfaces after project construction. This will include approximately 2.8 acres of proposed asphalt and approximately 1.9 acres of proposed buildings. h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: Best Management Practices, including a construction access road, temporary silt fencing around the perimeter of the cleared area, sediment control ponds, and other measures will be installed prior to construction activities. Air a. What types of emissions to the air would result from the proposal (i.e., dust, automobile exhaust, odors, industrial wood smoke) during construction and when the project is completed? If any, generally describe and give approximate quantities if known. During construction, dust and diesel odors will result from the project. After development, a small amount of automobile exhaust may result from cars idling at the mini storage units. b. Are there any off-site sources of emissions or odor that may affect your proposal? If so, generally describe. Off-site sources of emissions may include automobile traffic from adjoining rights-of-way, as well as diesel fumes from train traffic on the Burlington Northern Railroad right-of-way to the southeast. c. Proposed measures to reduce or control emissions or other impacts to air, if any: The project is not expected to be affected by off-site emissions. 3. Water a. Surface Water 1) Is there any surface water body or wetland on or in the immediate vicinity of the site (including year-round and seasonal streams, saltwater, lakes, ponds)? If yes, describe type and provide names. State what stream or river it flows into? Yelm Creek will establish the western boundary of the site. Yelm Creek flows to the southeast. 2) Will the project require any work over, in, or adjacent to (within 300 feet) the described waters? If yes, please describe and attach available plans. Activities will occur within 300 feet of Yelm Creek, including installation of temporary erosion control measures, such as silt fencing, and construction of asphalt pavement and subgrade for the RV parking areas. A 200-foot buffer is provided from Yelm Creek. 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. No material is proposed to be placed in or removed from the existing stream. 4) Will the proposal require surface water withdrawals or diversions? Give general description, purpose, and approximate quantities if known. Surface water withdrawals or diversions are not proposed with the project. A portion of the site lies within the 100-year floodplain (see FEMA FIRM map 530310 0001 A in the Appendix) and is identified on the Thurston County Geodata Center as a frequently flooded area. Based on the FEMA map, the base flood elevation for the site is approximately 330 feet (NGVD 29 datum). 6) Does the proposal involve any discharges of waste materials to surface waters? If so, describe the type of waste and anticipated volume of discharge. No. b. Groundwater: 1) Will groundwater be withdrawn, or will water be discharged to groundwater? Give general description, purpose, and approximate quantities if known. Groundwater will not be withdrawn by the project. Project-generated stormwater will be infiltrated through infiltration tanks that are located in several locations throughout the site. This will discharge treated stormwater to the groundwater system. Please see the storm drainage report prepared by Barghausen Consulting Engineers, Inc., for additional details. 2) Describe the underlying aquifer with regard to quality and quantity, sensitivity, protection, recharge areas, etc. Unknown. 3) Describe waste material that will be discharged into or onto the ground from septic tanks or other sources, if any (such as domestic sewage; industrial byproducts; agricultural chemicals). Because stormwater will be treated prior to discharge into the infiltration systems by VortSentry water quality systems, waste material is not expected to be discharged into the ground. Sanitary sewer service will be provided by a public sewer connection for the office building to an existing public sewer main in Rhoton Road S.E. c. Water Runoff (including storm water): 1) Describe the source of runoff (including storm water) and method of collection and disposal, if any (include quantities, if known). Where will this water flow? Will this water flow into other waters? If so, describe. Project-generated stormwater will be collected from impervious areas on site in catch basins and routed through underground pipes to the water quality and infiltration system that is proposed. Once the water is treated by the VortSentry mechanisms, water will then infiltrate into the ground through the proposed infiltration tanks. Because project-generated stormwater will be treated, waste materials are not expected to enter the ground or surface waters. d. Describe whether it will be used for heating, manufacturing, transportation, etc. Electricity will be used for heating in the office and approximately half of the storage units. b.
