A scoping report dated March 28, 2007 was submitted to the City. The City reviewed the scoping report and provided comments in a letter dated June 7, 2008 that is included in the technical appendix. The scoping letter revised the trip distribution, identified affected intersections, identified concurrency intersections, provided a background annual traffic growth rate, and a list of19 pipeline projects to be included in the analysis. This TIA is prepared per the City of Yelm Traffic Impact Analysis (TIA) Guidelines, the scoping review letter and conversations with the City staff. PROJECT DESCRIPTION Figure 1 is a vicinity map showing the location of the site and the surrounding major street network. Figure 2 shows a preliminary site plan. The project consists of 11 mini-storage units and a 1,050 sq. ft. office building for a total of 83,200 sq. ft. of gross building area on the site. Parking consists of 6 stalls for the office and 38 marked stalls for RV storage. An unmarked area is also provided for RV/boat storage.. Paved drive aisles surround each of the proposed mini storage buildings and the open RV parking areas. Figure 3 shows details of the frontage improvements proposed on Rhoten Rd. and the location of two site access driveways and Northern Pacific Rd. SE, the nearest street intersection located south of the site. The project will dedicate 8 ft. of right of way for a total of 28 ft. from the centerline. Half street improvements include a 7 ft. landscaped strip, and 5 ft. sidewalk, curb, gutter, and 7 ft. of pavement widening with tapers back to the existing pavement edge as shown in Figure 3. The trip generation is calculated using the average trip rates in the Institute of Transportation Engineers (ITE) Trip Generation, Seventh Edition, for Mini-Warehouse (ITE Land Use Code 151). These trip generation values account for all site trips made by all vehicles for all purposes, including customer, employee, visitor, and service and delivery vehicle trips. TRIP DISTRIBUTION AND ASSIGNMENT Figure 4 shows the PM peak hour site trip generation and distribution for the project. The trip distribution was revised per the City scoping review letter so that only 5% of the trips are oriented north on Rhoten Rd., and 5% east on Railway Road. The distribution is based primarily on existing traffic volume patterns, the characteristics of the street network, the location of likely trip origins and destinations and expected travel times. The distribution in Figure 4 is shown through the affected intersections identified in the City scoping review letter to include the site access driveways to Rhoten Rd., Rhoten Rd. SE/Northern Pacific Rd. SE and First St./Rhoten Rd/Railway Rd. SE. These affected intersections carry at least 10 site generated trips in the peak direction or 25 total trips through an intersection per the City of Yelm Traffic Impact Analysis Guidelines. Concurrency Intersections Figure 5 shows the PM peak hour trip distribution through the 15 Concurrency intersections as identified in the City scoping review letter to include: 1. Figure 6 shows existing traffic control, number of street lanes and other pertinent information of the nearby streets. Rhoten Rd., Northern Pacific Rd. and Railway Rd. consist of two lanes with a shoulder. Rhoten Rd. is approximately 20 ft wide with a two ft. shoulder along the site frontage. There are sidewalks on First St. south of Railroad Road. First St. widens to three lanes with a two way left turn lane west of Stevens Ave. SE. Sight Distance Intersection sight distance. and stopping sight distance were measured at the site access driveways to Rhoten Rd. and compared to current AASHTO "Geometric Design of Highways and Streets" standards. The posted speed limit of 25 mph on Rhoten Rd. infers a design speed of 30 mph. AASHTO standards fora 30 mph design speed require an intersection sight distance of 290 ft. looking to the left from the driveway and 335 ft. looking to the right from the driveway (using an eye height of 3.5 ft. and a vehicle height of 4.25 ft.). A stopping sight distance of 200 ft. is required fora 30 mph design speed. The current AASHTO intersection sight distance and stopping sight distance requirements are met at both site access driveways assuming minor vegetation trimming or removal along the site frontage within the right of way. EXISTING TRAFFIC CONDITIONS Traffic Volumes Figure 7 shows the existing.PM peak hour traffic volumes at the study .intersections. Traffic volume turning movement count sheets for counts taken in September 2006 are included in the Technical Appendix. Level of Service Analysis LOS is a qualitative measure describing operational conditions within a traffic flow, and the perception of these conditions by drivers or passengers. These conditions Mr. Randy Weber Yelm RV/Boat and Mini Storage Page 5 include factors such as speed, delay, travel time, freedom to maneuver, traffic interruptions,. comfort, convenience, and safety. Levels of service are given letter designations, from A to F, with LOS A representing the best operating conditions (free flow, little delay) and LOS F the worst (congestion, long delays). Generally, LOS A and B are high, LOS C and D are moderate and LOS E and F are low. Table 1 shows calculated levels of service (LOS) for existing conditions at the study intersections. The LOS's were calculated using the procedures in the Transportation Research Board Highway Capacity Manual 2000. The LOS shown indicates overall intersection operation. At intersections, LOS is determined by the calculated average control delay per vehicle. Control 0 >10 and <15 - >15 and <25 - >25 and <35 - >35 and <50 - >50 Accident History Historical accident data for the latest three year period was requested from the City of Yelm Police Department and from WSDOT°and is included in the technical appendix. No accidents were recorded at the affected intersections during this time period. For informational purposes accident history is provided in the vicinity of SR 510/SR 507/First Street intersection. We have field reviewed the.site and surrounding street system. Based on the field review there are no readily apparent safety issues. FUTURE TRAFFIC CONDITIONS WITHOUT THE PROJECT Figure 8 shows projected future PM peak hour traffic volumes without the project. These volumes include the existing traffic volumes plus background traffic growth plus pipeline project volumes. A background growth rate of 2% per year was added to the baseline traffic volumes over a two year period. The baseline existing traffic counts were therefore increased by 4% to the horizon year of 2008. Traffic volumes from 19 pipeline projects, as listed in the City scoping review letter, was then additionally added to the future traffic volumes. The pipeline project volumes and distribution were provided by the City of Yelm from previous traffic studies. Figure 8 shows the total future traffic volumes including the growth rate and pipeline traffic volumes but without the project generated volumes. Mr. Randy Weber Yelm RV/Boat and Mini Storage Page 6 FUTURE TRAFFIC CONDITIONS WITH PROJECT Figure 9 show the projected future.PM peak hour traffic volumes with the proposed project. The site-generated PM peak hour traffic volumes shown on Figure 4 were added to the projected future traffic volumes shown on Figure 8 to obtain the Figure 9 volumes. Table.1 shows the PM peak. hour calculated LOS for future with and without project conditions at the affected street intersections. The affected intersections operate at LOS C or better for future conditions. TRAFFIC MITIGATION The City of Yelm requires a Transportation Facility Charge for new development to help fund the six year transportation program. The charge is calculated by multiplying the 22 PM peak hour trips trip generated by the development by the current fee. The proponent is to provide half street frontage improvements on Rhoten Rd to City of Yelm Standards. including right of way dedication, pavement widening, planter strip, curb, gutter and sidewalk to City of Yelm Standards. Mr. Randy Weber Yelm RVlBoat and Mini Storage Page 7 SUMMARY, CONCLUSIONS AND RECOMMENDATIONS We recommend that the Yelm RV/Boat and Mini Storage project be constructed as shown on the site plan with the following traffic impact mitigation measures: • Construct the half street frontage improvements on Rhoten Rd to City of Yelm Standards including right of way dedication, pavement widening, planter strip, curb, gutter and sidewalk. • Pay the Transportation Facility Charge based on the 22 PM peak hour trips generated by the proposal and as calculated by the City of Yelm. Box 479 Yelm, WA 98597 Subject: Traffic Scoping -Yelm RV/Boat and Mini Storage Dear Mr. Geglia: We have reviewed the scoping information dated March 28, 2007 for the proposed Yelm RV/Boat and Mini Storage to be located on the wesf side of Rhoton Road SE, north of NP Road SE. The .project consists of 11 mini-storage buildings with 1,050 square feet of office space, for a total of 83,200 square feet. Two accesses from Rhoton Road are proposed. In accordance with City of Yelm TIA Guidelines, a Transportation Impact Analysis will be required for the project. Trip Generation/Distribution The Mini-Warehouse land use (LU 151) shall be used to estimate project trip generation. It is unlikely that 9% of the project trips would distribute either north on Rhoton Road or east on Railway Street. Please correct the trip distribution figure in the TIA to show 5% of project trips on each of these roadways and redistributing the rest of the trips to the south. Project Access The TIA is required to analyze the proposed driveways and identify appropriate ingress/egress design- elements that may be necessary. A full size site plan should be submitted with the TIA in order to review sight distance, access, street right-of-way limits, dimensioning to adjacent intersections, etc. Affected Intersections The affected intersections are those affected by development traffic exceeding 10 PM peak hour trips in the peak direction, or 25 trips through an intersection. When project trips are redistributed, the following intersections should be included in the Traffic Impact Analysis for the project: ® Site Accesses • Rhoton Road SE/NP Road SE • First Street/Rhoton Road SE/Railway Road SE All turning movement counts must be less than two years old. Horizon Year Based on City TIA guidelines, the anticipated build-out/full occupancy year for the development should be used as the analysis horizon year. Street Adequacy Analysis The TIA must address the adequacy of the streets that will serve the development and whether the condition of the streets will support the increased traffic from the proposed development. Pipeline Traffic and Background Growth The pipeline projects incorporated in the analysis shall include: 1. Berry Valley I 2. Burnett Commercial Park 3. Cherry Meadows 4. Deer Run 5. Development at Yelm (Yelm/Creek Retail) 6. Forrester Heights (24-lot single family plat on SR 507, distribution not enclosed) 7. Green Village 8. Hutch Subdivision 9. Mountain Meadows (23-lot single family plat on Burnett Road, distribution not enclosed) 10. Mountain Shadow 11. Mountain Sunrise 12. Yelm Plaza 13. Rainier View Estates (21-lot single family plat on Durant Road, distribution not enclosed) 14. Tahoma Terra (Phases 1 and 2) 15. Terra Valley 16. Walmart June 8, 2007 Page 2 of 3 17. In addition to .pipeline development traffic, a background growth rate of 2% should be applied to the base year traffic volumes. Please include a separate Figure in the TIA illustrating the total pipeline development traffic. at the study intersections. Mitigation The TIA shall clearly identify potential impacts to streets, intersections, etc. that will require mitigation and may recommend improvements needed to maintain the City's adopted level of service standard. The City will identify the appropriate mitigation. A copy of the current City of Yelm TIA Guidelines can be found on the City of Yelm website at www.ci.yelm.wa.us. Please submit one hard copy and a pdf version of the TIA and all documentation, as well as an electronic copy of Synchro output and data files, to me.
