Our office has previously submitted responses to your letter dated February 23, 2007, regarding locating the ofC-site well and selecting an alternative stormwater quality system for [he project. As noteA in our April 25, 2007, letter, the oCf-site well has been located and a 100-foot well protection radius has been identified on the plans. In addition, as shown on Sheet C2 of 3 of the plans submitted on April 25, 2007, we identified that we have selected the Aqua Swirl water qualiTy system in lieu of the vortsentries water quality system that was originally proposed. The Aqua Swirl water quality system was one of the two methods of water quality treatment identified by the Mown oC Yelm as acceptable. This scoping report is prepared per the City of Yelm Traffic Impact Analvsis (TIA) Guidelines and conversations with the City staff. A full TIA will be prepared after the trip generation and distribution is reviewed and approved by the City. The proposed project consists of approximately 83,200 sq. ft of mini storage buildings that includes an office and an open area for RV and boat storage. PROJECT DESCRIPTION Figure 1 is a vicinity map showing the location of the site and the surrounding major street network. Figure 2 shows a preliminary site plan. The project consists of 11 mini-storage units and a 1,050 sq. ff. office building for a total of 83,200 sq. ft. of gross building area on the site. Parking consists of 6 stalls for the office and 38 marked stalls for RV storage. An unmarked area is also provided for RV/boat storage. Paved drive aisles surround each of the proposed mini storage buildings and the open RV parking areas. Vehicle access is provided by two driveway connections to Rhoton Road SE as shown in Figure 3. The trip generation is calculated using the average trip rates in the Institute of Transportation Engineers (ITE) Trip Generation. Seventh Edition, for Mini-Warehouse (ITE Land Use Code 151). These trip generation values account for all site trips made by all vehicles for all purposes, including customer, employee, visitor, and service and delivery vehicle trips. TRIP DISTRIBUTION AND ASSIGNMENT Figure 3 shows the PM peak hour site trip generation and distribution for the project. The trip distribution is based primarily on existing traffic volume patterns, the characteristics of the street network, the location of likely trip origins and destinations and expected travel times. Existing PM peak hour counts are attached in the technical appendix. The distribution was carried out to 10 trips for intersections within the City of Yelm which is the threshold for identifying intersections requiring analysis per the City of Yelm Traffic Impact Analysis Guidelines.
