CITY COUNCIL MEETING MINUTES
VIRTUAL AND IN PERSON
TUESDAY, January 14, 2025
Call to Order: Mayor Joe DePinto called the meeting to order at 6:00 PM.
Roll Call: Tracey Wood, Joseph Richardson, Joshua Crossman, Stephanie
Kangiser, Brian Hess, Trevor Palmer, Terry Kaminski, and Mayor Joe
DePinto.
Staff Present: City Administrator Todd Stancil, City Clerk Kathy Linnemeyer, Finance
Director Stephanie Nanavich, B&O Tax Analyst Sarah Kidd, HR
Director Karen Bennett, Finance Analyst Kim Racher, Public Services
Director Cody Colt.
APPROVAL OF THE Motion by Tracey Wood to approve the consent agenda.

PRESENTATIONS: Mayor DePinto announced the 2024 employee of the year, Billy Cruz
and presented him with a plaque.

PUBLIC COMMENT: Harry Miller stated that he is looking forward to the year and thanked
the City for their support of the Yelm Senior Citizens.

STANDING COUNCIL COMMITTEE REPORTS:
Public Safety Committee — Councilmember Hess reported that the Public Safety Committee
met and discussed hiring updates, report writing, equipment budget, training and the Flock
camera system. They also discussed public defender recruitment, digitizing records, Court
and Police Department training and passport processing.
Finance Committee —Councilmember Kaminski reported that the Finance Committee met
and reviewed Ordinance No. 1130 and the online budget.
MAYOR/CITY ADMINISTRATOR/STAFF REPORTS:
City Administrator Stancil — Portable toilets will be delivered to the parks tomorrow.
Mayor DePinto— Attended the Thurston Regional Planning Council meeting (TRPC), Marc
Daley with TRPC will be giving a presentation on transportation to the City Council next
month, attended the Thurston County State of the Community and announced that there
will be a training on parliamentary procedure for Council and Planning Commission on April
8, 2025.
COUNCILMEMBER REPORTS:
Councilmember Wood—Attended the Transportation Policy Board and TCOMM meetings.
Councilmember Richardson —Attended the Chamber forum.
Councilmember Crossman — Stated that seeing housing developments in Bonney Lake has
given him inspiration for the 640 acres that he sees things differently.
Councilmember Kangiser— Attended the SE Thurston Fire Authority meeting, Public Safety
committee meeting, Chamber forum, AWC Positive Workplace training and announced that
Dollars for Scholars auction will be held March 8, 2028, and they are looking for volunteers.
She also felt that the new Study Session went great with the new format.
Councilmember Hess — Gave a summary of the Study Session and is looking forward to
more courses and what comes from the departments.
Councilmember Kaminski — Attended the Nisqually River Council meeting, Arts Commission
and Gary Edwards retirement party.
ADJOURNMENT: Motion by Trevor Palmer to adjourn the meeting at 6:45 PM.
