HomeMy WebLinkAbout01 07 2025 Study Session Minutes40n D EST. 1924 h WASHINGTON CITY COUNCIL STUDY SESSION MEETING MINUTES VIRTUAL AND IN PERSON TUESDAY, January 7, 2025 Call to Order: Mayor DePinto called the meeting to order at 6:00 PM Rail Call: Tracey Wood, Joseph Richardson, Joshua Crossman, Stephanie Kangiser, Brian Hess, Trevor Palmer (virtual), Terry Kaminski, and Joe DePinto. Staff Present: City Clerk Kathy Linnemeyer, Finance Director Stephanie Dice, Police Chief Rob Carlson and Public Services Director Cody Colt DISCUSSION ITEMS Comprehensive Emergency Management Plan (CEMP) and Continuity of Operations Planning (COOP) Presentation — Erica Kat gave a presentation on the COOP and CEMP, explained the updates and next steps for the plan. Standing Room Only (SRO) Presentation — Steve Harshfield with Standing Room Only and A Prairie Nights Dream shared that they have been working on acquiring a performing arts center at 805 E Yelm Ave for the last year and a half. He shared that they have secured a state grant for 1.5 million dollars and that they are $400,000 short to purchase the location. They are asking if the city is interested in a partnership and stated that the building could house the Historical Society. Steve Craig asked if the city would be interested in putting up $400,000 to help purchase the building. Business License Code Changes — Finance Director Stephaie Dice reviewed the updates to Yelm Municipal Code, Title 5 Business Licenses and Regulations and informed Council that the updates will be on a future agenda for further discussion and a vote. Council held a discussion on the updates and made recommendations for changes to the proposed fee updates. Council Retreat Discussion — Mayor DePinto let a discussion about the retreat and announced that it will be held May 30-31, 2025, in Ocean Shores. He reviewed a tentative schedule and timeline and asked Councilmembers for discussion topics. Beautification Grant Review and Updates — At the request of the City Council a discussion was had regarding updates to the Beautification Grant program. Councilmembers would like to keep the process the same for 2025 and review it further at the Council retreat for possible updates. COUNCIL INITIATIVES Stephanie Kangiser— Asked about parliamentary training that was previously mentioned and stated that she feels strongly that the decision to not record and live stream Study Sessions is wrong. She would like to bring it back for further discussion. Brian Hess — Requested a briefing from Intercity Transit of last years sales tax revenue that was received from Yelm and the cost to bring additional services to Yelm.
