CITY COUNCIL STUDY SESSION MEETING MINUTES
VIRTUAL AND IN PERSON
TUESDAY, May 6, 2025
Call to Order: Mayor Pro -tem Joshua Crossman called the meeting to order at 6:00
PM
Roll Call: Tracey Wood, Joseph Richardson, Joshua Crossman, Stephanie
Kangiser, Brian Hess, Terry Kaminski, and Joe DePinto.
Staff Present: City Clerk Kathy Linnemeyer, Communication and Recreation
Coordinator Line Roy, and Public Services Director Cody Colt
Councilmember Kangiser asked if we could record the Study Session due to the amount of
time in between the applicant interviews at this meeting and the vote on filling the vacancy
at the May 27, 2025, meeting. A discussion was held and there were no objections to
recording the April 1, 2025, Study Session.
DISCUSSION ITEMS
Community Events Updates— Communication and Recreation Coordinator Line Roy gave a
presentation that highlighted upcoming events that are planned over the next 6 weeks.
2025 Road Projects— Public Services Director Cody Colt gave a presentation and shared a
map showing 2025 crack sealing and striping that is planned.
Thurston Economic Development Council (EDC) Contract — Mayor DePinto announced that
a contract with Thurston EDC will be on the agenda at the May 27, 2025, for action. Michae
Cade with Thurston EDC briefly explained the benefits of a contract.
City Council Applicant Interviews — Interviews were held one at a time with applicants
addressing the Council to explain why they want to serve as a Councilmember for the City of
Yelm. Councilmembers followed up with additional questions. The following applicants
were interviewed: Kayla Russell, David Johnstone, Karl Sabaria, Ashley Spelker.
MAYOR REPORT — Mayor DePinto thanked the applicants and explained the next steps for
filling the vacant Council position. He announced that he is working on scheduling a tour of
JBLM for elected officials on June 6th, gave an update on the Veterans Memorial and
announced that the City of Yelm has been granted ownership of the trail inside the Yelm
City limits.
COUNCIL INITIATIVES
Tracey Wood — Asked is changing the color of the Police vehicles to black and white has
been considered.
Joseph Richardson — Was impressed by all of the Council applicants.
Joshua Crossman — Asked about improving the microphones in the Council Chambers.
Brian Hess—Attended opening day at the Yelm Farmers Market and appreciates the work
of the employees keeping Yelm parks looking good.
