CITY COUNCIL MEETING MINUTES
VIRTUAL AND IN PERSON
TUESDAY, April 22, 2025
Call to order: Mayor Joe DePinto called the meeting to order at 6:00 PM.
Roll Call: Tracey Wood, Joseph Richardson, Joshua Crossman, Stephanie
Kangiser, Brian Hess, Terry Kaminski, and Mayor Joe DePinto.
Staff Present: City Administrator Todd Stancil, City Clerk Kathy Linnemeyer, Finance
Director Stephanie Nanavich and Public Services Director Cody Colt.
APPROVAL OF THE
AGENDA: Motion by Tracey Wood to approve the agenda.
Seconded by Stephanie Kangiser
Motion carried 6-0
PUBLIC COMMENT: Mayor DePinto read a statement of apology into the record for the
removal of the Veteran's Memorial without prior notification.
John Thompson, Steven Slater, and Theresa Williams expressed
disappointment in the removal of the Veterans Memorial at Yelm City
Park with no notice.
Harry Miller appreciates the support from Yelm and Mayor DePinto
for the Senior Center.
Bob Horn announced that Living Water church will hold National Day
of Prayer on May 1, 2025.
Kayla Russell thanked the city for their plans to fix the Veterans
Memorial.

Motion by Tracey Wood to approve the consent agenda,

Motion carried 6-0
NEW BUSINESS: Resolution No. 655 — Purchasing Policy Updates
Motion by Joshua Crossman to approve Resolution No. 655, revising
the City of Yelm purchasing policy.
Seconded by Stephanie Kangiser
Motion carried 6-0
STANDING COUNCIL COMMITTEE REPORTS:
Public Services Committee – Councilmember Crossman reported that the Public Services
Committee met and discussed nuisance properties, Habitat Conservation Plan, community
events, park upgrades, Palisades variance application and grants for a Veteran's Memorial.
General Government Committee — Councilmember Kangiser reported that the General
Government Committee met and reviewed the Thurston Economic Development Council
contract, as well as the applications for the open council position.
MAYOR/CITY ADMINISTRATOR/STAFF REPORTS:
City Administrator – Provided updates on staffing for the Police Department, benefits of
the Flock cameras, Phase 2B of the Prairie Line trail is out to bid. Additionally, testing for the
Splash Pad testing is underway in preparation for its seasonal opening and the Spring Clean -
Up event is scheduled for May 171H
Mayor DePinto – Reported that the Easter Egg Hunts were successful, met with legislators
to discuss securing funding for the Yelm Loop and roundabouts.
COUNCILMEMBER REPORTS:
Councilmember Richardson – Stated that it is an honor to sit here with all the Veteran's and
thanked them for their service.
Councilmember Crossman –Attended the South Thurston Economic Development Initiative
(STEDI) and announced that the Spring Expo will be held this weekend at the Middle School.
Councilmember Kangiser –Thanked the Veterans for attending the meeting and stated it
was great to hear their stories. She attended the Rotary meeting, Dollars for Scholars,
Senior Center dinner, and the TMTL Auction.
Councilmember Hess –Attended the Intercity Transit meeting, is looking forward to the
Splash Pad opening and stated it was nice to see the Easter activities.
Councilmember Kaminski — Thanked the Veterans for attending the meeting and thanked
the Mayor for his work. She attended the Nisqually River Council and the Arts Commission
meetings.
ADJOURNMENT: Motion by Tracey Wood to adjourn the meeting at 6:32 PM.
