HomeMy WebLinkAbout02 04 2025 Study Session Minutesyet" 1924 WASHINGTON CITY COUNCIL STUDY SESSION MEETING MINUTES VIRTUAL AND IN PERSON TUESDAY, February 4, 2025 Call to Order: Mayor Pro -tem Joshua Crossman called the meeting to order at 6:00 PM Roll Call: Tracey Wood, Joseph Richardson, Joshua Crossman, Stephanie Kangiser, Brian Hess, Trevor Palmer, Terry Kaminski, and Joe DePinto. Staff Present: City Administrator Todd Stancil, City Clerk Kathy Linnemeyer, Planning and Building Manager Gary Cooper and Public Services Director Cody Colt DISCUSSION ITEMS Standing Room Only (SRO) Theater Discussion — Mayor DePinto led a discussion on whether or not to engage in a partnership with SRO Theater or to purchase property for a performing arts center. The City Council expressed support for the SRO Theater butas is not in support of purchasing the property. Fee Schedule Updates — Planning and Building Manager Gary Cooper handed out proposed increases to the City of Yelm Fee Schedule to cover planning and building costs. Fees were compared to City of Enumclaw and City of Dupont fees. Fee schedule updates will come before a full Council for action at a future meeting. Yelm Municipal Code Title 18 Unified Development Code Updates— Planning and Building Manager Gary Cooper explained that Title 18 updates that were previously presented to the City Council have been further reviewed by the Planning Commission at an open house and that the bicycle parking has been removed from the original update. Title 18 updates will come before a full Council for action at a future meeting. 640 Acre Updates — City Administrator Todd Stancil reported that the consulting phase for the 640 acres has been completed. He announced that there are people interested in purchasing the neighboring property as well as the City of Yelm property and that they have experience with Master Planned Communities. Mayor Report — Mayor DePinto announced that there will be a Town Hall meeting on March 20th at the Community Center with United States Representative Marilyn Strickland, Thurston County Commissioner Rachel Grant, and Washington State Representative Andrew Barkis. He also announced that he met with Rachel Grant and discussed partnerships with the County. COUNCIL INITIATIVES Tracey Wood —Stated that his decision to not record the Study Sessions was not about audio/video. He feels that we can record the Study Sessions to assist the Clerk with note taking and would prefer that they not be live streamed. Joshua Crossman - Shared that there are programs that take excellent notes instead of recording the meetings and requested that someone look into that. He encouraged everyone to read the proposed climate aspect of the Comp Plan.
