CITY COUNCIL MEETING MINUTES
VIRTUAL AND IN PERSON
TUESDAY, February 11, 2025
Call to Order: Mayor Joe DePinto called the meeting to order at 6:00 PM.
Roll Call: Tracey Wood, Joseph Richardson, Joshua Crossman, Stephanie
Kangiser, Brian Hess, Trevor Palmer, Terry Kaminski, and Mayor Joe
DePinto.
Staff Present: City Administrator Todd Stancil, City Clerk Kathy Linnemeyer, HR
Director Karen Bennett, Police Chief Rob Carlson, and Public Services
Director Cody Colt.
APPROVAL OF THE Motion by Tracey Wood to approve the consent agenda.

CONSENT AGENDA: a) January 28, 2025, Regular Meeting Minutes
b) January 2025 Check Register & Financial Position Summary
Motion by Terry Kaminski to approve the consent agenda.

NEW BUSINESS: Interlocal Cooperative Agreement for Thurston County Emergency
Management Council
Motion by Trevor Palmer to authorize Mayor DePinto to sign the
Interlocal Cooperative Agreement for Thurston County Emergency
Management Council.
Seconded by Tracey Wood
Motion carried 7-0
City of Yelm 2025 Comprehensive Emergency Management Plan
Motion by Brian Hess to authorize Mayor DePinto to sign the City of
Yelm's Comprehensive Emergency Management Plan.
Seconded by Trevor Palmer
Motion carried 7-0
Collective Bargaining Agreement Teamsters Local No. 252
Motion by Trevor Palmer to authorize Mayor DePinto to sign the
Collective Bargaining Agreement by and between the City of Yelm and
Teamsters Local Union No. 252 establishing a contract with the
Teamsters union membership for the years 2025, 2026, and 2027.

Appointment of Franklin Grammer to the Lodging Tax Advisory
Committee
Motion by Tracey Wood to confirm Mayor DePinto's appointment of
Franklin Grammer to the Lodging Tax Advisory Committee
Seconded by Brian Hess
Motion carried 7-0
STANDING COUNCIL COMMITTEE REPORTS:
Public Safety Committee— Councilmember Hess reported that the Public Safety Committee
met and discussed hiring updates and the Nisqually Grant.
Finance Committee— Councilmember Kaminski reported that the Finance Committee met
and reviewed Ordinance No. 1129 Budget Amendment and reviewed the new format for
the monthly financial report and check register.
MAYOR/CITY ADMINISTRATOR/STAFF REPORTS:
City Administrator Stancil — Gave an update on Public Services hiring, announced that the
WRF electric items are in, Finance Department is working on the Annual Financial Report.
Police Report — Chief Carlson gave a report on recent events in Yelm.
Mayor DePinto — Met with Governor Ferguson and discussed funding for the Yelm Loop,
met with Thurston County Commissioner Rachel Grant on transportation priorities and
health care, and met with Thurston Economic Development Council Executive Director
Michael Cade to discuss what they do to help businesses. He announced that he will be
speaking at Prairie Elementary tomorrow and that Community Conversations will be held
tomorrow at Bergoglios.
COUNCILMEMBER REPORTS:
Councilmember Wood —Attended the TCOMM meeting and the Planning Commission
meeting open house.
Councilmember Crossman — Attended the Planning Commission meeting open house.
Councilmember Kangiser— Met with Thurston County Commissioner Rachel Grant,
attended the Chamber Forum, Planning Commission meeting, Senior Center dinner and the
Finance Committee meeting.

Councilmember Palmer— Attended the Solid Waste Advisory Committee meeting.
Councilmember Kaminski — Will be attending a class on urban planning and downtown
development.
ADJOURNMENT: Motion by Trevor Palmer to adjourn the meeting at 6:31 PM.
