CITY COUNCIL MEETING MINUTES
VIRTUAL AND IN PERSON
TUESDAY, January 28, 2025

Call to Order: Mayor Joe DePinto called the meeting to order at 6:00 PM.
Roll Call: Tracey Wood, Joseph Richardson, Joshua Crossman, Stephanie
Kangiser, Brian Hess, Trevor Palmer, Terry Kaminski, and Mayor Joe
DePinto.
Staff Present: City Administrator Todd Stancil, City Clerk Kathy Linnemeyer, and
Public Services Director Cody Colt.
APPROVAL OF THE
AGENDA: Motion by Tracey Wood to approve the agenda.
Seconded by Trevor Palmer
Motion carried 7-0
SPECIAL
PRESENTATIONS: Auditor Mary Hall explained that the February 11, 2025, election
process will be handled by Pierce County Elections due to the
construction of a new building in Thurston County.
CONSENT AGENDA: a) January 14, 2025, Regular Meeting Minutes
Motion by Brian Hess approve the consent agenda.

NEW BUSINESS: Amendment # 4 to the Professional Services Agreement with
Parametrix Inc. for SR 507/Bald Hill Rd SE roundabout and Morris Rd
SE/Bald Hill Road Intersection
Motion by Joshua Crosman to authorize Mayor DePinto to sign
Amendment #4 to the Professional Services agreement with
Parametrix in the not to exceed amount of $1,206,048.00.
Seconded by Terry Kaminski
Motion carried 6-1
Ordinance No. 1131 changes to Yelm Municipal Code Chapter 6
Motion by Trevor Palmer to adopt Ordinance No. 1131, changes to
Yelm Municipal Code Chapter 6.
Seconded by Brian Hess
Motion carried 7-0
STANDING COUNCIL COMMITTEE REPORTS:
Public Services Committee - Councilmember Crossman reported that the Public Services
Committee met and discussed Title 18 updates, Planning Commission is holding an open
house on February 101h at 4:00 and will discuss Title 18 updates, Rhoton Road, roundabouts,
upcoming development packages.
General Government Committee - Councilmember Kangiser reported that the General
Government Committee met and continued review of the Mayor/Councilmember Protocol
Manual.
MAYOR/CITYADMINISTRATOR/STAFF REPORTS:
City Administrator — Announced that the Comprehensive Emergency Management Plan
(CEMP) was submitted and approved by the state, gave a hiring status for the Police
Department, announced John Edwards retirement after more than 30 years with the city,
reminded Councilmembers about the leadership training that will be held on February 13,
2025, from 10:00 to 2:30 at the Community Center.
City Clerk— Reminded Council about Parliamentary Training that will be held on April 8,
2025, from 2:00 to 5:00 at the Community Center.
Mayor DePinto — Has had conversations with MultiCare regarding emergency services in
Yelm, attended the EC meeting, South County Mayors meeting and a Veterans meeting.
Councilmember Crossman — Asked the City Administrator why we didn't receive 100% on
the CEMP. It was explained that there are items in the plan that Yelm is not able to provide.
Councilmember Kangiser— Attended a non-profit collaboration meeting.
Councilmember Hess—Attended Intercity Transit Authority meeting and encouraged
people to vote in the February 11, 2025, election.
Councilmember Palmer—Attended the EMS committee meeting.
Councilmember Kaminski —Attended the Public Services, Law and Justice, and Nisqually
River Council meetings.
