"24 WASHINGTON CITY COUNCIL MEETING MINUTES VIRTUAL AND IN PERSON TUESDAY, February 25, 2025 Call to Order: Mayor Joe DePinto called the meeting to order at 6:00 PM. Roll Call: Joseph Richardson, Joshua Crossman, Stephanie Kangiser, Brian Hess, Trevor Palmer (virtual), Terry Kaminski, and Mayor Joe DePinto. Excused: Tracey Wood Staff Present: City Administrator Todd Stancil, City Clerk Kathy Linnemeyer, and Public Services Director Cody Colt. APPROVAL OF THE AGENDA: Motion by Brian Hess to approve the agenda. Seconded by Terry Kaminski Motion carried 5-0 SPECIAL PRESENTATIONS: Mark Daily and Aiden Dixon with Thurston Regional Planning Council gave a presentation on emergency detour routes and traffic models in the event of an 15 closure. The project next steps will be to solicit consultant for operational analysis, develop resilience strategy and create implementation and action plan. PUBLIC COMMENT: Rich Bright Civil War reenactor spoke about the Battle of Thompson Creek Civil War reenactment event that is held over Labor Day weekend. CONSENT AGENDA: a) February 4, 2025, Study Session Minutes b) February 11, 2025, Regular Meeting Minutes Motion by Terry Kaminski approve the consent agenda. Seconded by Brian Hess Motion carried 6-0 NEW BUSINESS: Appointment to the Lodging Tax Advisory Committee Motion by Brian Hess approve Mayor DePinto's appointment of Amar Dhariwal to the Lodging Tax Advisory Committee. Seconded by Stephanie Kangiser Motion carried 6-0 STANDING COUNCIL COMMITTEE REPORTS: Public Services Committee - Councilmember Crossman reported that the Public Services Committee met and discussed Longmire Park, Open House at Prairie Elementary to discuss roundabouts tomorrow and flooding road issues. General Government Committee - Councilmember Kangiser reported that the General Government Committee met and continued review of the Mayor/Councilmember Protocol Manual. MAYOR/CITY ADMINISTRATOR/STAFF REPORTS: City Administrator — The City of Yelm earned the Well City award from AWC resulting in a 2% discount on medical insurance premiums for 2026. Public Services will be holding a retirement lunch in honor of John Edwards, is working on storm clean up and has filled positions in the Parks, Streets and a Grants position that were approved as part of the 2025 budget. The Police and Court departments have held a joint training and there will be a retirement celebration for Officer Geray on March 6th at the Community Center. Reminded Council that the City will be holding a parliamentary training on April 81h and gave a summary of upcoming Parks & Recreation events. Mayor DePinto —Announced the unveiling of the mosaic mural at the Community Center, will be attending the Economic Development Council (EDC) meeting tomorrow and he met with the Yelm School District, Police Chief and Assistant Chief to discuss the contract for School Resource Officers (SRO). COUNCILMEMBER REPORTS: Councilmember Richardson —Attended the General Government committee meeting and the Public Services committee meeting. Councilmember Crossman — Intercity Transit will be giving a presentation at the April 1st Council meeting, attended South Thurston Economic Development Initiative (STEDI) meeting, and attended the business card swap. Councilmember Kangiser —Attended a Mindset Leadership Development training, Dollars for Scholars, announced the Nisqually Valley Home Show is April 25-261h, and attended the business card swap event at Shiplap coffee shop. Councilmember Hess —Attended the Intercity Transit Authority meeting.
