Roll Call: Tracey Wood, Joseph Richardson, Joshua Crossman, Stephanie Kangiser, Brian Hess, Trevor Palmer, Terry Kaminski, and Mayor Joe DePinto. Staff Present: City Clerk Kathy Linnemeyer, Finance Director Stephanie Dice, and Public Services Director Cody Colt. APPROVAL OF THE Motion by Tracey Wood to approve the consent agenda. AGEND: Seconded by Trevor Palmer Motion carried 7-0 SPECIAL PRESENTATIONS: Thurston Economic Development Council (EDC) Executive Director Michael Cade introduced key members of the organization, including Aslan Meade, Director of Strategic Alliances; George Sharp, Rural Program Manager; and Mayra Pena, Business Community Liaison. The presentation outlined the EDC's 2025 Work Plan highlights, regional partnerships, strategic initiatives, and the organization's role in supporting businesses and fostering economic development. PUBLIC COMMENT: Liz Fuhrman spoke about traffic in Yelm and feels that the Yelm Loop needs to be completed before the roundabouts. CONSENT AGENDA: a) February 25, 2025, Regular Meeting Minutes Motion by Brian Hess to approve the consent agenda. Seconded by Trevor Palmer Motion carried 7-0 NEW BUSINESS: Ordinance No. 1129 First Quarter Budget Amendment Motion by Trevor Palmer to approve Ordinance No. 1129 first Quarter Budget Amendment. Seconded by Stephanie Kangiser Motion carried 7-0 Ordinance No. 1124 Title 18 Updates Motion by Joshua Crossman to approve Ordinance No. 1124 amending Title 18 of Yelm's Municipal Code. Seconded by Brian Hess Motion carried 7-0 Ordinance No. 1133 Amendment to Title 18 Adding Section 18.12.055 Motion by Joshua Crossman to approve Ordinance No. 1133, enacting an amendment to Title 18 Yelm Municipal Code, adding a new section 18.12.055 requiring grading permits for activities above set thresholds. Seconded by Trevor Palmer Motion carried 7-0 with a roll call vote. Resolution No. 654 Fee Schedule Updates Motion by Trevor Palmer to approve Resolution No. 654, repealing Resolution No. 645 and updating the City of Yelm's Fee Schedule. Seconded by Joshua Crossman Motion carried 7-0 with a roll call vote. STANDING COUNCIL COMMITTEE REPORTS: Public Safety Committee— Councilmember Hess reported that the Public Safety Committee met and discussed Officer of the Year, the Nisqually Grant and new hires. MAYOR/CITY ADMINISTRATOR/STAFF REPORTS: Mayor DePinto —Announced that Community Conversations will be held tomorrow at 6:00 PM, and a Town Hall meeting is scheduled for next week at the Community Center. Additionally, he attended the EDC meeting and participated in a discussion with community leaders regarding the Community Development Block Grant (CDBG) process. Public Services Director— Cody Colt reported that four more Flock cameras will be installed, the City Clerk will attend a training next week and provided updates on the installation of a handicap -accessible swing at Yelm City Park. Councilmember Wood —Attended the TCOMM meeting and will attend the Transportation Policy meeting tomorrow. Councilmember Kangiser —Attended Dollars for Scholars auction, Public Safety Committee meeting and the Chamber Forum. Councilmember Hess—Attended Dollars for Scholars auction. Councilmember Palmer—Attended the Solid Waste Advisory Committee meeting. Councilmember Kaminski — Will attend the Arts Commission meeting tomorrow and attended the Chamber Forum and Dollars for Scholars Auction.
