CITY COUNCIL MEETING MINUTES
VIRTUAL AND IN PERSON
TUESDAY, March 25, 2025
Call to Order: Mayor Joe DePinto called the meeting to order at 6:00 PM.
Roll Call: Tracey Wood, Joseph Richardson, Joshua Crossman, Stephanie
Kangiser, Brian Hess, Trevor Palmer, Terry Kaminski, and Mayor Joe
DePinto.
Staff Present: City Administrator Todd Stancil, City Clerk Kathy Linnemeyer,
Associate Planner Clayton Weibe and Public Services Director Cody
Colt.
APPROVAL OF THE
AGENDA: Motion by Trevor Palmer to approve the agenda.
Seconded by Tracey Wood
Motion carried 7-0
SPECIAL
PRESENTATIONS: Mayor DePinto formally read the Mayoral Proclamation declaring
April 2025 as Fair Housing Month in the City of Yelm. Following the
proclamation, he presented a commemorative copy to Mark
Kitabayashi, President of the Thurston County Relators Association, in
recognition of the organization's commitment to fair housing
principles.

b) February 2025 Check Register and Financial Summary
Motion by Trevor Palmer approve the consent agenda.

NEW BUSINESS: Resolution No. 653 Tahoma Ranch Development Agreement
Motion by Joshua Crossman to approve Resolution No. 653,
approving the Tahoma Ranch Development Agreement.
Seconded by Trevor Palmer
Motion carried 7-0 with a roll call vote.
Appointment of Christopher Le to the Planning Commission
Motion by Trevor Palmer to confirm Mayor DePinto's appointment of
Christopher Le to the Planning Commission.
Seconded by Tracey Wood

2025 Lodging Tax Advisory Committee Award Recommendations
Motion by Trevor Palmer approve the 2025 Lodging Tax Advisory
Committee award recommendations in the amount of $40,000.
Seconded by Joshua Crossman
Motion carried 7-0 with a roll call vote.
STANDING COUNCIL COMMITTEE REPORTS:
Public Services Committee — Councilmember Crossman reported that the Public Services
Committee met and discussed future annexations, the acquisition of the Yelm-Tenino trail,
Spring Clean Up event on May 17th, updates on community events, and landscaping efforts
in city parks.
General Government Committee - Councilmember Kangiser reported that the General
Government Committee met and continued review of the Mayor/Councilmember Protocol
Manual.
MAYOR/CITY ADMINISTRATOR/STAFF REPORTS:
City Administrator—Announced that Public Services Department has 3 new employee who
will start on April 11. He also reported that the permitting process for the Flock cameras is
underway and provided updates on the Police Department hiring efforts.
Mayor DePinto — Reported that he has attended meetings with city stakeholders, the
Senior Center, Rosemont, and STEDI. He also provided updates on the state budget and
reaffirmed his commitment to securing support for Yelm transportation projects.
Additionally, he announced his plans to attend meetings with the Economic Development
Council (EDC) and the legislature tomorrow.
COUNCILMEMBER REPORTS:
Councilmember Wood —Attended the Town Hall and Transportation Policy meetings.
Councilmember Crossman —Attended a Spring Expo meeting, the Town Hall meeting and
Rebuilding Together Thurston County breakfast.
Councilmember Kangiser —Attended Dollars for Scholars, Community Conversations, Town
Hall meeting and served St. Patrick's Day dinner at the Senior Center.

Council member Hess —Attended the Intercity Transit and Town Hall meetings.
Councilmember Palmer—Announced that EMS is hiring.
Councilmember Kaminski — Attended the Law and Justice and Town Hall meetings and
visited the Tenino Innovation Center.
ADJOURNMENT: Motion by Trevor Palmer to adjourn the meeting at 6:44 PM.
