CITY COUNCIL MEETING MINUTES
VIRTUAL AND IN PERSON
TUESDAY, April 8, 2025

Call to Order: Mayor Joe DePinto called the meeting to order at 6:00 PM.
Roll Call: Tracey Wood, Joseph Richardson, Joshua Crossman, Stephanie
Kangiser, Brian Hess, Terry Kaminski, and Mayor Joe DePinto.
Staff Present: City Administrator Todd Stancil, City Clerk Kathy Linnemeyer, HR
Director Karen Bennett and Public Services Director Cody Colt.
APPROVAL OF THE Motion by Tracey Wood to approve the consent agenda.

SPECIAL
PRESENTATION: National Child Abuse Prevention Month Proclamation
Mayor DePinto read the National Child Abuse Prevention Month
Proclamation into the record and presented a copy to Community
Engagement Director Roger Jones of Family Education & Support
Services (FESS). Mr. Jones accepted the proclamation on behalf of
FESS and urged community leaders to take proactive steps to
promote child wellbeing.

Motion by Terry Kaminski approve the consent agenda.

Motion carried 6-0
NEW BUSINESS: 2025 Yelm Beautification Grant Awards
Motion by Joshua Crossman to approve the 2025 Yelm Beautification
Grant Committee award recommendations in the amount of
$9,509.22.
Seconded by Stephanie Kangiser
Motion carried 5-1 with a roll call vote
MAYOR/CITY ADMINISTRATOR/STAFF REPORTS:
Mayor DePinto — Mayor DePinto expressed his appreciation to City Clerk Kathy Linnemeyer
for coordinating the parliamentary training held earlier in the day and thanked the Council
members for their participation. He also attended the Adult Easter Egg Hunt and extended
his gratitude to Line for organizing the successful community event. Additionally, Mayor
DePinto provided updates on the State budget, highlighting ongoing funding concerns
related to the Yelm Loop and roundabout projects. He affirmed his continued commitment
to advocating for full funding of Yelm's critical transportation initiatives.
City Administrator — Provided an update on Police Department staffing and announced that
the park restrooms are now open for the season. He further noted that the city's splash pad
is scheduled to open on May 23rd. He invited the public to attend Community
Conversations, which will be held tomorrow at 507 Taproom. He also shared that Mayor
DePinto delivered the State of the Community address earlier today at the Chamber Forum.
Additionally, he expressed his appreciation to City Clerk Kathy Linnemeyer for organizing
the parliamentary training held this afternoon. The session was well attended by members
of the Planning Commission, City Council, and staff, and was noted as being an excellent
and informative training.

Councilmember Richardson —Appreciated the parliamentary training.
Councilmember Crossman — Attended the parliamentary training session.
Councilmember Kangiser—Attended the egg hunt, the Chamber Forum and the
parliamentary training.
Councilmember Kaminski —Attended the Chamber Forum and the parliamentary training.
ADJOURNMENT: Motion by Joshua Crossman to adjourn the meeting at 6:19 PM,
