CITY COUNCIL MEETING MINUTES
VIRTUAL AND IN PERSON
TUESDAY, May 13, 2025
Call to Order: Mayor Joe DePinto called the meeting to order at 6:00 PM.
Roll Call: Tracey Wood, Joseph Richardson, Joshua Crossman, Stephanie
Kangiser, Brian Hess, Terry Kaminski, and Mayor Joe DePinto.
Planning Commission: Richard Lomsdale, J Dana Allen, Anne
Wahrmund, David Johnstone, Christopher Le, John Graver (virtual)
Absent: Robert Howard
Staff Present: City Administrator Todd Stancil, City Clerk Kathy Linnemeyer, Planning
and Building Manager Gary Cooper and Public Services Director Cody
Colt.
APPROVAL OF THE Motion by Tracey Wood to approve the agenda.
AGENDA: Seconded by Joshua Crossman
Motion carried 6-0
SPECIAL
PRESENTATIONS: Climate Chapter of the Comp Plan — Phil Beach and Maggie Wolfe
with Confluence Environmental gave a presentation on climate
planning as a new goal of the state Growth Management Act, a
requirement of HB 1181.
Transportation Chapter of the Comp Plan —Ryan Shea with SCJ
Alliance gave a presentation on the Growth Management Act
Transportation Plan requirements.
Housing Allocation Exercise — Michael Ambrogi and Allison Osterberg
with Thurston Regional Planning Council gave a presentation on
planning for and accommodating housing needs in Thurston County
and the requirements of HB 1120, new requirements for housing
elements.
Thurston County Comp Plan Presentation — Mariam Villacian with
Thurston County gave a presentation on the Thurston County
Comprehensive Plan Periodic Update.
PUBLIC COMMENT: Bob Sternoff spoke about concerns regarding HB 1217 regarding rent
increases.
Motion by Councilmember Crossman to take a 10 -minute recess.
Seconded by Councilmember Richardson
Motion carried 6-0
Mayor DePinto called the meeting back to order at 7:44 PM.

Motion by Tracey Wood approve the consent agenda.
Seconded by Joshua Crossman
Motion carried 6-0
NEW BUSINESS: Comprehensive Plan Discussion —The City Council and Planning
Commission members held a discussion on the Comprehensive Plan.
STANDING COUNCIL COMMITTEE REPORTS:
Public Safety Committee —Councilmember Hess reported that the Public Safety Committee
met and discussed body cameras, SRO program, new hires, and passport services.
MAYOR/CITY ADMINISTRATOR/STAFF REPORTS:
City Administrator —Announced the City's annual Spring Clean-up on Saturday. Announced that a
ribbon cutting ceremony will be held to celebrate the installation of a new wheelchair -accessible
swing and the city's splash pad will open for the summer season on May 26"', Veterans Memorial
ceremony will be held on May 26`n at Yelm City Park and passport services will resume on June 11`n
Mayor DePinto —Attended the Thurston Regional Planning Council (TRPC) meeting and will be
meeting with the Washington State Historical Society. Reported that the Thurston County
Commissioners have approved the transfer of ownership of the trail within Yelm city limits to the
City of Yelm. Additionally, the city has been awarded a $600,000 grant for Phase 1 of the Veterans
Memorial project.
COUNCILMEMBER REPORTS:
Councilmember Wood —Attended the TCOMM meeting.
Councilmember Crossman — Invited everyone to join him in picking up litter on the roads
during Spring Clean-up.

Councilmember Kangiser—Attended the Chamber Spring Expo, Clues & Brews, Chamber
Forum, a state gambling commission presentation and the SE Thurston Fire Authority
meeting. She announced that the May 6, 2025, Study Session was recorded.
Councilmember Hess —Attended the Intercity Transit Authority meeting.
ADJOURNMENT: Motion by Tracey Wood to adjourn the meeting at 8:15 PM.
