CITY COUNCIL STUDY SESSION MEETING MINUTES
VIRTUAL AND IN PERSON
TUESDAY, June 3, 2025
Call to Order: Mayor Pro -tem Joshua Crossman called the meeting to order at 6:00
PM
Roll Call: Tracey Wood, Joseph Richardson, Joshua Crossman, Stephanie
Kangiser, Brian Hess, David Johnstone, Terry Kaminski, and Joe
DePinto.
Staff Present: City Administrator Todd Stancil, City Clerk Kathy Linnemeyer, and
Public Services Director Cody Colt
DISCUSSION ITEMS
Mayor Council Protocol Manual Updates— City Clerk Kathy Linnemeyer gave a presentation
and reviewed the updates to the Mayor Council Protocol Manual as recommended by the
General Government Committee.
Trail Phase 2b Construction Contract— Public Services Director Cody Cold explained the
Trail Phase 2b construction contract and construction process. The contract will be
presented to the City Council at the June 10, 2025, regular meeting for further discussion
and action.
Nuisance Property— Public Services Director Cody Colt explained the nuisance property
resolution that will be presented to the City Council for action at the June 10, 2025, regular
meeting.
Annexation Code Updates — Public Services Director Cody Colt explained that they will be
requesting to update our code to follow RCWs for annexation processes.
MAYOR REPORT—Attended the Thurston Regional Planning Council meeting, is working on
new Study Session topics from the Council Retreat topics, gave updates for the Yelm Loop
stated that there will be discussions at future Study Sessions about City Hall Maintenance.
COUNCIL INITIATIVES
Joshua Crossman — June is Men's Health month.
