YELM CITY COUNCIL RETREAT
MEETING MINUTES
SATURDAY, May 31, 2025
In Attendance: Tracey Wood, Joseph Richardson, Stephanie Kangiser, Brian Hess,
David Johnstone, Terry Kaminski, Joshua Crossman, and Mayor Joe
DePinto.
Discussion Items:
Intercity Transit Options
A discussion was held regarding options for public transportation in Yelm and how there
could be a more far-reaching system. Conclusion: Councilmember Hess will reach out to
Intercity Transit for more information.
Museum Future (long range plans)
The City Council discussed options for housing the historical museum. Currently all of the
items are being stored. The ideas discussed were locating a 700sq ft storefront, creating
displays in City buildings. Conclusion: reach out to Historical Society to see what can be
grouped together to create a preserved space among current buildings.
Recording of Study Sessions
After discussion on recording of Study Sessions, Councilmembers like the more casual
setting of sitting at a round table and prefer not having the screen on with the video playing
during the meetings. They do not want to eliminate transparency or make the job of taking
minutes harder. This topic will be discussed further in a Study Session.
Internal and External Committees
Internal and External Committee assignments and participation were discussed including
the purpose of each.
New Recreational Opportunities
A discussion was held on increasing recreational opportunities in Yelm including a
community pool and a sports complex. The discussion included potential partnerships.
Statewide Transportation Improvement Program (STIP)
The City Council reviewed the Statewide Transportation Improvement Program. The STIP
will come before the City Council at an open public meeting on June 101h including a public
hearing and adoption of the STIP.

The following topics were discussed: Performing Arts Center, Athletic Complex, Affordable
Housing, City Hall building maintenance and future retreats.
