Roll Call: Tracey Wood (Virtual 6:04), Joseph Richardson, Joshua Crossman, Stephanie Kangiser, Brian Hess, David Johnstone, Terry Kaminski, and Mayor Joe DePinto. Staff Present: City Administrator Todd Stancil, City Clerk Kathy Linnemeyer, Planning and Building Manager Gary Cooper. APPROVAL OF THE Motion by Brian Hess to approve the agenda. AGENDA: Seconded by Terry Kaminski Motion carried 6-0 CONSENT AGENDA: a) May 30-31, 2025, Yelm City Council Retreat Minutes b) June 10, 2025, Regular Meeting Minutes c) June 24, 2025, Regular Meeting Minutes Motion by Terry Kaminski approve the consent agenda. Seconded by Brian Hess Motion carried 6-0 NEW BUSINESS: Resolution No. 660 — Entering into an Interlocal Agreement Negotiation with Thurston County Motion by Joshua Crossman to adopt Resolution No. 660, authorizing City staff to negotiate an Interlocal Agreement with Thurston County for Annexation of certain portions of the Yelm Urban Growth Area. Seconded by Joseph Richardson Motion carried 7-0 STANDING COUNCIL COMMITTEE REPORTS: Public Safety Committee — Brian Hess gave a summary of the Public Safety Committee meeting. MAYOR/CITY ADMINISTRATOR/STAFF REPORTS: City Administrator—Gave department updates and announced that Community Conversations will be held tomorrow at 6:00 PM, the Seattle to Portland bike ride will be held on Saturday and the annual Employee Appreciation will be held on July 23rd at noon. Mayor DePinto —Thanked the Police Officers for their work on July 411 assisting with fire control and announced that he met with Fire Chief King to discuss Yelm priorities and the Veterans quarterly meeting is coming up. COUNCILMEMBER REPORTS: Councilmember Kangiser —Attended the Chamber Forum and read an article from SE Thurston Fire Authority flyer. Councilmember Hess — Attended the Intercity Transit Authority meeting. Councilmember Johnstone — Attended the Regional Housing meeting. Councilmember Kaminski —Asked about painting City buildings.
