CITY COUNCIL MEETING MINUTES
VIRTUAL AND IN PERSON
TUESDAY, August 12, 2025
Call to Order: Mayor Joe DePinto called the meeting to order at 6:00 PM,
Roll Call: Tracey Wood, Joseph Richardson, Joshua Crossman, Stephanie
Kangiser, Brian Hess, David Johnstone, Terry Kaminski, and Mayor Joe
DePinto.
Staff Present: City Administrator Todd Stancil, HR Specialist Shelby Denny, and
Public Services Director Cody Colt.
APPROVAL OF THE Motion by Tracey Wood to approve the agenda.
AGENDA: Seconded by Joshua Crossman
Motion carried 7-0
SPECIAL
PRESENTATIONS: Mayor DePinto read the National Voter Registration Day
Proclamation into the record and presented a copy to Election
Manager Tillie Naputi-Puller.
Election Specialist Archer Teraviche gave a presentation on the
Thurston County Elections process.
CONSENT AGENDA: a) July 22, 2025, Regular Meeting Minutes
b) August 5, 2025, Study Session Minutes
c) May 2025 Check Register and Financial Summary Report
d) June 2025 Check Register and Financial Summary Report
Motion by Terry Kaminski approve the consent agenda.
Seconded by Stephanie Kangiser
Motion carried 7-0
NEW BUSINESS: Resolution No. 661—Adopting the 2025 Thurston County Hazardous
Waste Management Plan
Motion by Brian Hess to approve Resolution No. 661 adopting the
2025 Thurston County Hazardous Waste Management Plan.
Seconded by Terry Kaminski
Motion failed 4-3 with a roll call vote.
STANDING COUNCIL COMMITTEE REPORTS:
Public Safety Committee — Councilmember Hess thanked everyone for a great National
Night Out
Finance Committee — Councilmember Kaminski reported that the Finance Committee met
and reviewed the Reserve Fund Policy draft paperwork, mid -biennium budget calendar in
Oct and Nov, and Finance will be holding a financial bootcamp for staff.
MAYOR/CITY ADMINISTRATOR/STAFF REPORTS:
City Administrator—Announced Officer MacNary will be graduating from the academy on
Wednesday, August 13th. Chief Carlson will be participating in a dunk tank fundraiser to
benefit the Boys & Girls Club. The Court will be hosting another Passport Fair in September.
The Clerk is partnering with the Boys & Girls Club for a Workplace Development Day on
August 13th. The Finance Department is preparing for the annual audit, scheduled for
September/October. The Public Services department will be working on ongoing
maintenance at the splash pad. An Open House will be scheduled to discuss annexation and
upcoming projects in September. HR will be holding a new employee orientation scheduled
for September 17th. The Communications and Recreation team is wrapping up summer
activities and preparing for the upcoming holiday season.
Mayor DePinto —Attended Chamber Forum and Bounties for Families. He plans to attend
the Police Academy graduation. Hopes to join the Community Conversations event at Ma &
Pas on Wednesday, August 13th at noon.
COUNCILMEMBER REPORTS:
Councilmember Wood —Attended TCOMM meeting.
Councilmember Richardson — Attended Yelm Cinema Celebration.
Councilmember Kangiser— Attended meeting with SE Thurston Fire Authority and Chamber
Forum.
Councilmember Hess — Attended the Intercity Transit Authority meeting. Attended Purple
Heart Day event.
Councilmember Kaminski — No meetings, enjoying all the summer events, and attended
Yelm Cinema Gala.
EXECUTIVE SESSION: Mayor DePinto announced that the City Council will go into Executive
Session at 6:36 PM for fourty minutes to consider the minimum price at which real estate
will be offered for sale or lease when public knowledge regarding such consideration would
cause a likelihood of a decreased price RCW 42.30.110(1)(c) and the meeting will reconvene
at 7:16 PM. He informed attendees that all official business of the meeting has been
completed.
Mayor DePinto announced that the Executive Session has been extended for an additional
20 minutes, and the meeting will resume at 7:36PM.
