HomeMy WebLinkAbout09 23 2025 Regular Meeting MinutesrSm 1924 WASHINGTON CITY COUNCIL MEETING MINUTES VIRTUAL AND IN PERSON TUESDAY, September 23, 2025 Call to Order: Mayor Joe DePinto called the meeting to order at 6:00 PM. Roll Call: Tracey Wood, Joseph Richardson, Joshua Crossman, Stephanie Kangiser, Brian Hess, David Johnstone, Terry Kaminski, and Mayor Joe DePinto. Staff Present: City Clerk Kathy Linnemeyer, City Administrator Todd Stancil, Public Services Director Cody Colt, Operations Manager Dean Norton, and Finance Director Stephanie Nanavich. APPROVAL OF THE AGENDA: Motion by Terry Kaminski to approve the agenda. Seconded by Joshua Crossman Motion carried 7-0 SPECIAL PRESENTATIONS: Finance Director Stephanie Dice gave a presentation on the City of Yelm budget, property taxes and year-to-date revenue. PUBLIC COMMENT: Harry Miller announced that there are 93 days until Christmas and also announced that Fire Department 17 is going out for a Levy Lid Lift. CONSENT AGENDA: a) September 9, 2025, Regular Meeting Minutes b) July 2025 Check Register and Financial Position Summary c) August 2025 Check Register and Financial Position Summary Motion by Tracey Wood to approve the Consent Agenda Seconded by Stephanie Kangiser Motion carried 7-0 NEW BUSINESS: Resolution No. 662 Surplus Vehicles Motion by Tracey Wood to approve Resolution No. 662 declaring city -owned property surplus and allowing the sale thereof. Seconded by Brian Hess Motion carried 7-0 STANDING COUNCIL COMMITTEE REPORTS: Public Services Committee — Councilmember Crossman gave a summary of the September 23, 2025, Public Services Committee. General Government Committee — Councilmember Kangiser gave a summary of the September 23, 2025, General Government Committee meeting. MAYOR/CITY ADMINISTRATOR/STAFF REPORTS: City Administrator — Gave department updates. Mayor DePinto —The Mayor recognized and commended Yelm Municipal Court staff for their efforts in organizing the recent Passport Fair. The Mayor attended the Lodging Tax Advisory Committee meeting and will attend the Economic Development Council (EDC) meeting scheduled for tomorrow. COUNCILMEMBER REPORTS: Councilmember Wood — Will attend the Thurston EDC meeting tomorrow and encouraged everyone to vote. Councilmember Richardson—Attended the General Government Committee meeting Councilmember Kangiser— Attended Dollars for Scholars, Rotary and the General Government Committee meetings and the Habitat for Humanity Gala. She announced that the Best of Nisqually Gala is coming up. Councilmember Hess —Attended the Intercity Transit Authority meeting and encouraged citizens to register and to vote. Councilmember Johnstone — Attended the Habitat for Humanity Gala. Councilmember Kaminski —Attended the Public Services Committee, the Arts Commission meeting and the Nisqually River Council meeting. ADJOURNMENT: Motion by Joshua Crossman to adjourn the meeting at 6:47 PM.
