HomeMy WebLinkAbout09 02 2025 Study Session MinutesEST. 1924 WASHINGTON CITY COUNCIL STUDY SESSION MEETING MINUTES VIRTUAL AND IN PERSON TUESDAY, September 2, 2025 Call to Order: Mayor DePinto called the meeting to order at 6:00 PM Roll Call: Tracey Wood, Joseph Richardson, Joshua Crossman, Stephanie Kangiser, Brian Hess, David Johnstone, Terry Kaminski, and Joe DePinto. Staff Present: City Administrator Todd Stancil, City Clerk Kathy Linnemeyer, and Public Services Director Cody Colt PRESENTATIONS: YARD (Youth Athletics Recreation Development) — President Dustin Stephan and Vice President Michelle Stephan provided a presentation to the City Council on behalf of YARD. They outlined the organization's mission, its contributions to the community, and plans for the development of a proposed YARD Campus. The presenters concluded by requesting the City Council's support for the project. Get Fit Yelm — Kasey Cartledge, owner of Get Fit Yelm, presented a proposal to the City Council for a public-private partnership to develop an aquatics center in Yelm. She proposed that the City construct the building shell, while she would be responsible for completing the interior improvements. Ms. Cartledge also expressed her intent to lease and operate the facility upon completion. Total Sports Development — Phillip Ogle presented a proposal to the City Council for a partnership to develop a multi -use sports facility in Yelm. Under the proposal, the City would purchase the land, and Total Sports Development would secure funding to construct the facility. Mr. Ogle indicated they would seek a long-term lease agreement with the City, ranging from 30 to 50 years. Standing Room Only Theatre—Steve Harshfield, representing Standing Room Only Theatre, provided an update to the City Council, noting that there has been little change since his previous presentation. He shared that the organization is actively seeking to purchase a building and returned to request the City's support and potential funding assistance for the project. MAYOR REPORT— Mayor DePinto informed the City Council that the actions taken at the previous meeting have been confirmed by the City Attorney. He also announced that he will be working with the Public Safety Committee and the Fire Authority to develop a proposal to restrict the number of days fireworks may be discharged within the City of Yelm. COUNCIL INITIATIVES Stephanie Kangiser — Asked when a discussion on the Fuller Footpath would be on a future agenda. Brian Hess — Asked if the city reader board could be used for an election countdown and to encourage voters to turn in their ballots. Terry Kaminski — Asked about the status on bids for painting the City Hall building.
