CITY COUNCIL MEETING MINUTES
VIRTUAL AND IN PERSON
TUESDAY, August 26, 2025
Call to Order: Mayor Joe DePinto called the meeting to order at 6:10 PM.
Roll Call: Tracey Wood, Joseph Richardson, Joshua Crossman, Stephanie
Kangiser, Brian Hess, Terry Kaminski, David Johnstone and Mayor Joe
DePinto.
Staff Present: City Clerk Kathy Linnemeyer, City Administrator Todd Stancil, Public
Services Director Cody Colt and Project & Grants Manager Elizabeth
Jones
APPROVAL OF THE
AGENDA: Motion by Brian Hess to approve the agenda.
Seconded by Tracey Wood
Motion carried 7-0
SPECIAL
PRESENTATIONS: Executive Director of Timberland Regional Library, Cheryl Heywood,
gave a presentation highlighting key updates for the Yelm Branch,
including core library services such as the Anywhere Library and
available printing services.
Arts Commission Chair Mayra Pena presented a recap of the 2024
Arts Commission projects, an overview of the 2025 Electrical Wraps
initiative, updates on completed and upcoming 2025 projects, and
the current status of establishing a Creative District.
PUBLIC COMMENT: Dustin Stephan explained that he had a rewarding and positive
experience as a candidate.
CONSENT AGENDA: a) August 12, 2025, Regular Meeting Minutes
Motion by Brian Hess to approve the Consent Agenda

NEW BUSINESS: Professional Services Agreement with LDC, Inc. for the design and
engineering of City of Yelm's Veterans Memorial Park
Motion by Brian Hess to authorize Mayor DePinto to sign the
Professional Services Agreement with LDC, Inc. in the not -to -exceed
amount of $652,648.00, for professional services related to design
and engineering of the City of Yelm's Veterans Memorial Park.
Seconded by Terry Kaminski
Motion carried 7-0
Study Session Logistics
Motion by Brian Hess to continue sitting at the round table for Study
Sessions.
Seconded by Joshua Crossman
Motion carried with a roll call vote 6-1
Motion by Tracey Wood for the purpose of information for staff and
Council, record and make available, not livestream Study Sessions.
Seconded by Brian Hess
Motion carried with a roll call vote 6-1
Motion by Stephanie Kangiser to record and live -stream Study
Sessions as we do regular Council meetings.
Seconded by Terry Kaminski
Motion carried with a roll call vote 5-2

Public Services Committee — Councilmember Crossman reported that the Public Services
Committee met to discuss proposed amendments to the Water Reclamation Facility (WRF),
annexation matters, the Veterans Memorial, and the current status of the trail bridge
project.
General Government Committee — Councilmember Kangiser reported that the General
Government Committee met and discussed the next steps for the 640 Acres and annexation
schedule changes.
MAYOR/CITY ADMINISTRATOR/STAFF REPORTS:
City Administrator—Gave department updates
Mayor DePinto — Met with members of the Nisqually Tribe and attended the Pup-a-Palooza
event.
COUNCILMEMBER REPORTS:
Councilmember Richardson — Attended the Public Services Committee meeting and
commended the city for the installation of a bike rack.
Councilmember Crossman — Asked about sidewalk repairs on Cullens Street.
Councilmember Kangiser— Attended the General Government Committee meeting and
donated blood today.
Councilmember Hess —Announced that this year marks the 105th anniversary of the
passage of the 19th Amendment, granting women the right to vote.
Councilmember Johnstone — Will attend the Regional Housing Authority meeting
tomorrow.
Councilmember Kaminski —Attended the Prairie Park ribbon -cutting ceremony and
participated in a bus tour with Thurston County builders, who provided insights into
development challenges.
ADJOURNMENT: Motion by Joshua Crossman to adjourn the meeting at 7:20PM.
