CITY COUNCIL MEETING MINUTES
VIRTUAL AND IN PERSON
TUESDAY, June 24, 2025
Call to Order: Mayor Joe DePinto called the meeting to order at 6:00 PM.
Roll Call: Tracey Wood, Joseph Richardson, Joshua Crossman, Stephanie
Kangiser, Brian Hess, Terry Kaminski, David Johnstone and Mayorloe
DePinto.
Staff Present: City Clerk Kathy Linnemeyer, Planning and Building Manager Gary
Cooper and Public Services Director Cody Colt.
APPROVAL OF THE
AGENDA: Motion by Brian Hess to approve the agenda.
Seconded by Tracey Wood
Motion carried 7-0
PRESENTATIONS: Volunteer Executive Director Jeanie James presented an update on
the positive impact of City of Yelm funding on the Senior Center. She
emphasized that the center would not be able to remain open
without this critical support. During her presentation, Jeanie shared
heartfelt comments from seniors who benefit from the center's
programs, highlighting how essential these services are to their well-
being and quality of life.
PUBLIC COMMENT: Gabriel Leon Guerrero asked if there has been consideration of the
use of golf carts in Yelm.

Motion by Brian Hess to approve the consent agenda.

NEW BUSINESS: Resolution No. 659 Updating the Mayor and City Council Protocol
Manual
Motion by Joshua Crossman to approved Resolution No. 659
updating the Mayor and City Council Protocol Manual.
Seconded by David Johnstone
Motion carried 7-0
Appointment to the Planning Commission
Motion by Tracey Wood to confirm Mayor DePinto's appointment of
Robert Bailey to the Planning Commission.
Seconded by Stephanie Kangiser
Motion carried 7-0
Ordinance No. 1134 Amendment to Chapter 2.66 of the Yelm
Municipal Code
Motion by Brian Hess approve Ordinance No. 1134, an amendment
to the city's annexation code, Chapter 2.66, adopting the annexation
procedures contained in RCW 35A.14.
Seconded by Joseph Richardson
Motion carried 7-0
STANDING COUNCIL COMMITTEE REPORTS:
Public Services Committee — Councilmember Crossman reported that the Public Services
Committee met and that the Water Reclamation Facility (WRF) is now online.
MAYOR/CITY ADM I N I STRATOR/STAFF REPORTS:
Staff Reports — Public Services Director Cody Colt gave updates on the following projects:
Mossman Avenue grant status, Trail Phase 2B permitting process and construction dates,
Yelm Loop, Roundabouts, Water Reclamation Facility and crack sealing streets.
City Clerk Kathy Linnemeyer announced the new updated timeline to apply for lodging tax
funding that will begin in 2025 for funding in 2026.
Mayor DePinto — Mayor DePinto announced that Yelm Municipal Court will be holding a
passport fair, Prairie Days was well attended, he has received additional information from
JBLM regarding a Yelm gate and that he will be attending the AWC Annual Conference.
COUNCILMEMBER REPORTS:
Councilmember Wood—Attended the Transportation Policy meeting.
Councilmember Richardson — Was impressed with the Senior Center report and stated that
it is good to see it thriving.
Councilmember Crossman —Attended a meeting with the Planning Department, stated that
the parade was great and thanked the Mayor for lobbying for transportation funding for
Yelm.
Councilmember Kangiser— Attended the SE Thurston Fire Authority meeting, talked about
community events and stated that Prairie Days has grown and feels it brings charm to Yelm.
Councilmember Hess —Attended the Intercity Transit meeting, stated that is good to hear
all the good things happening at the Senior Center and thanked Councilmembers for
supporting the Senior Center during the budget approval process.
Councilmember Johnstone—Attended a meeting with the Planning Department.
Councilmember Kaminski —Attended the Arts Commission meeting and the annual
Nisqually river float trip with the Nisqually Tribe.
ADJOURNMENT: Motion by Joshua Crossman to adjourn the meeting at 6:55 PM.
