CITY COUNCIL MEETING MINUTES
VIRTUAL AND IN PERSON
TUESDAY, June 10, 2025

Call to Order: Mayor Joe DePinto called the meeting to order at 6:00 PM.
Roll Call: Tracey Wood, Joseph Richardson, Joshua Crossman, Stephanie
Kangiser, Brian Hess (virtual), David Johnstone, Terry Kaminski, and
Mayor Joe DePinto.
Staff Present: City Administrator Todd Stancil, City Clerk Kathy Linnemeyer, Projects
& Programs Manager Brad Chatwood, Building Official Chris Vaccaro,
HR Director Karen Bennett, Finance Director Stephanie Dice and
Public Services Director Cody Colt.
APPROVAL OF THE Motion by Tracey Wood to approve the agenda.
AGENDA: Seconded by Stephanie Kangiser

CONSENTAGENDA: a) April 2025 Check Register and Financial Position
b) Shelm Meadows Final Plat
Motion by Terry Kaminski approve the consent agenda.

NEW BUSINESS: Ordinance No. 1132 FY 25-26 Biennial Budget Amendment
Motion by Joseph Richardson to approve Ordinance No. 1132 FY 25-
26 Biennial Budget Amendment.
Seconded by Terry Kaminski
Motion carried 7-0
Collective bargaining agreement by and between the City of Yelm
and the Yelm Police Sergeants & Officers Guild
Motion by Joseph Richardson to authorize Mayor DePinto to sign the
Collective Bargaining Agreement by and between The City of Yelm
and The Yelm Police Sergeants & Officers Guild establishing a contract
with the Yelm Police union membership for the years of 2025, 2026,
and 2027.
Seconded by Stephanie Kangiser
Motion carried 7-0
Public Services Agreement with Boss Construction, Inc. for the
construction of the Yelm Prairie Line Trail Phase 2B project.
Motion by Tracey Wood to authorize Mayor DePinto to sign a Public
Services Agreement with Boss Construction Inc. in the not to exceed
the amount of $1,036,531.21 for construction of the Yelm Prairie Line
Trail Phase 2B project.
Seconded by Joshua Crossman
Motion carried 7-0
Amendment#1 to the Professional Services Agreement with SCJ
Alliance for construction management of the Yelm Prairie Line Trail
Phase 2B project
Motion by Brian Hess to authorize Mayor DePinto to sign
Amendment #1 to the Professional Services Agreement with SCJ
Alliance in the not to exceed amount of $116,259.30 for construction
management of the
Yelm Prairie Line Trail Phase 2B project.
Seconded by Joseph Richardson

Public Hearing— 2026-2031 Six Year Transportation Improvement
Program
Public Services Director Cody Colt gave a summary of the 2026-2031
Six Year Transportation Improvement program.
Mayor DePinto opened the Public Hearing at 6:18 PM and asked for
public comment. Hearing no public comment, Mayor DePinto closed
the public hearing at 6:19 PM.
Resolution No. 656 —Adopt 2026-2031 Six Year Transportation
Improvement Program
Motion by Terry Kaminski to approve Resolution No. 656 establishing
the 2026-2031 Six Year Transportation Improvement Program.
Seconded by Joshua Crossman
Motion carried 7-0
Resolution No. 658 — Update Traffic Facilities Charge
Motion by Stephanie Kangiser to adopt Resolution No. 658 to update
the Traffic Facilities Charge to the amount of $3,628 per peak PM trip
and $1,814 per peak PM trip for affordable housing projects.
Seconded by David Johnstone
Motion carried 7-0 with a roll call vote
Resolution No. 657 — Declaring Property a Public Nuisance
Motion by Joshua Crossman to approve Resolution No. 657 declaring
property a public nuisance.

STANDING COUNCIL COMMITTEE REPORTS:
Finance Committee — CouncilmemberJohnstone reported that the Finance Committee met
and reviewed the budget amendment and received an overview of the budget.
MAYORfCITY ADMINISTRATORJSTAFF REPORTS:
City Administrator — Gave department updates and announced that Yelm High School graduation
will be held on Sunday.
Mayor DePinto —Attended the Thurston Economic Development Council (EDC) meeting, Mayors
Forum on Friday, toured JBLM and announced that he is looking forward to Prairie Days.
COUNCILMEMBER REPORTS:
Councilmember Wood —Attended the TCOMM meeting and the JBLM tour.
Councilmember Kangiser—Toured the Water Reclamation Facility (WRF), attended the
JBLM tour and helped serve dinner at the Senior Center.
Councilmember Hess—Attended the Intercity Transit Authority meeting, the JBLM tour and
announced that June 141h is the Army's 2501h birthday.
CouncilmemberJohnstone —Stated that attending the Council Retreat helps the Council
stay focused on City priorities.
Councilmember Kaminski—Attended the Law & Justice meeting and the JBLM tour. She
announced that the Arts Commission has issued a Call to Art.
EXECUTIVE SESSION: Mayor DePinto announced that the City Council will go into Executive
Session at 6:40 PM for twenty minutes to discuss the consideration of site selection or
acquisition of real estate RCW 42.30.110(1)(b) and that the meeting will reconvene at 7:00
PM. He informed attendees that all official business of the meeting has been completed.
Mayor DePinto called the meeting to order at 7:00 PM.
ADJOURNMENT: Motion by Tracey Wood to adjourn the meeting at 7:00 PM.
