CITY COUNCIL STUDY SESSION MEETING MINUTES
VIRTUAL AND IN PERSON
TUESDAY, April 1, 2025
Call to Order: Mayor Pro -tem Joshua Crossman called the meeting to order at 6:00
PM
Roll Call: Joseph Richardson, Joshua Crossman, Stephanie Kangiser, Brian Hess,
Trevor Palmer, Terry Kaminski, and Joe DePinto.
Excused: Tracey Wood
Staff Present: City Administrator Todd Stancil, City Clerk Kathy Linnemeyer, and
Public Services Director Cody Colt
DISCUSSION ITEMS
Intercity Transit Presentation — Rob LaFontaine of Intercity Transit delivered a presentation
to the Council, providing an overview of the organization, including its revenue sources,
political boundaries, and governing structure. He highlighted that Intercity Transit is
undergoing a comprehensive redesign to enhance service efficiency. The proposed
improvements include new routes designed to reduce travel times, enhanced service along
high -traffic corridors, improved connectivity, and the addition of 80 new bus stops to
expand accessibility.
Beautification Grant Awards — City Clerk Kathy Linnemeyer gave an overview of the
application process and presented the Beautification Grant Committee's funding
recommendations for funding as part of the 2025 City of Yelm Budget.
Council Retreat Agenda Topics — City Administrator Todd Stancil presented a preliminary
schedule for the 2025 City Council Retreat, outlining its key objectives and overall purpose.
Mayor DePinto invited Councilmembers to propose discussion topics for the retreat. The
suggested topics included: an Intercity Transit cost -benefit analysis, the 640 Acres project,
the Education and Innovation Center, the 2025 elections, the Urban Growth Area plan, city
growth, the Six -Year Transportation Improvement Plan, the Comprehensive Plan,
transportation infrastructure, sidewalks, speed patrols, and the implementation of a purple
pipe system on Main Street. Stancil requested that Councilmembers notify him or the
Mayor if they have any additional topics for consideration.
COUNCIL INITIATIVES
Trevor Palmer —Announced his resignation from the City Council, stating that this would be
his final meeting.
The City Council discussed the process for filling the vacant position and determined that
the opening will be publicly advertised. Applications will be accepted until April 25, 2025, at
5:00 PM. Candidate interviews are scheduled to take place during the City Council Study
Session on May 6, 2025, with a final vote and appointment to be conducted at the Regular
City Council Meeting on May 27, 2025.
