WASHINGTON
CITY COUNCIL MEETING MINUTES
VIRTUAL AND IN PERSON
TUESDAY, July 22, 2025
Call to Order: Mayor Joe DePinto called the meeting to order at 6:00 PM.
Roll Call: Joseph Richardson, Joshua Crossman, Stephanie Kangiser, Brian Hess,
Terry Kaminski, David Johnstone and Mayor Joe DePinto.
Excused: Tracey Wood
Staff Present: City Clerk Kathy Linnemeyer, Police Chief Rob Carlson and Public
Services Director Cody Colt.
APPROVAL OF THE
AGENDA: Motion by Brian Hess to approve the agenda.
Seconded by David Johnstone
Motion carried 6-0
CONSENT AGENDA: a) July 1, 2025, Study Session Meeting Minutes
b) July 8, 2025, Regular Meeting Minutes
Motion by Stephanie Kangiser to approve the Consent Agenda with
the following amendment to July 1, 2025, minutes: Remove July 11'
from the date that the School Resource Officer contract will come
before the Council and replace it with, The contract will come before
the City Council for action in July.
Seconded by David Johnstone
Motion carried 6-0
NEW BUSINESS: 2026-2026 School Resource Officer Agreement Between Yelm
Community Schools and the City of Yelm
Motion by Joseph Richardson to authorize Mayor DePinto to sign the
2025-2026 School Resource Officer agreement between Yelm
Community Schools and the City of Yelm.
Seconded by Joshua Crossman
Motion carried 6-0
STANDING COUNCIL COMMITTEE REPORTS:
Public Services Committee — Councilmember Crossman reported that the Public Services
Committee met and discussed code updates and development updates.
General Government Committee — Councilmember Kangiser reported that the General
Government Committee met and discussed a New Hire Orientation, Employee Appreciation
Day, Thurston Economic Development Council (EDC) meeting updates and 640 Acres, and
future agenda items.
MAYOR/CITY ADMINISTRATOR/STAFF REPORTS:
City Administrator — Gave department updates and announced that the Employee
Appreciation BBQ will be held tomorrow.
Mayor DePinto —Attended a Veterans meeting and announced that he will be working with
the City Council to discuss the number of days that fireworks are allowed to be discharged
in Yelm.
COUNCILMEMBER REPORTS:
Councilmember Richardson—Attended the General Government Committee meeting and
will attend the BBQ Rally.
Councilmember Crossman — Attended the Public Services Committee meeting and
announced that the STEDI meeting was cancelled.
Councilmember Kangiser — Announced that the BBQ Rally will be held on Saturday from 10
— 7, attended the Senior Center dinner, SE Thurston Fire Authority meeting and the General
Government Committee meeting.
Councilmember Hess —Announced that Intercity Transit will be running busses later during
the Thurston County Fair and Lakefair and that he has had conversations about making
Yelm an official stop on the Seattle to Portland bike ride for next year.
ADJOURNMENT: Motion by Joshua Crossman to adjourn the meeting at 6:25 PM.
