Roll Call: Tracey Wood, Joseph Richardson, Joshua Crossman, Stephanie Kangiser, Brian Hess, David Johnstone, Terry Kaminski, and Mayor Joe DePinto. Staff Present: City Administrator Todd Stancil, City Clerk Kathy Linnemeyer, Public Services Director Cody Colt, City Engineer Pat Hughes and Finance Director Stephanie Dice. APPROVAL OF THE Motion by Tracey Wood to approve the agenda, AGENDA: Seconded by Stephanie Kangiser Motion carried 7-0 SPECIAL PRESENTATIONS: Finance Director Stephanie Nanavich gave a presentation of the 2025 mid biennium budget review. CONSENT AGENDA: a)September 23, 2025, Regular Meeting Minutes Motion by Brian Hess to approve the consent agenda. Seconded by Terry Kaminski Motion carried 7-0 NEW BUSINESS: Ordinance No. 1135 Amending Ordinance No. 465 Motion by Joshua Crossman to adopt Ordinance No. 1135 amending Section 1 of Ordinance No. 465. Seconded by Brian Hess Motion carried 7-0 Lodging Tax Advisory Committee Recommendations — 2026 Funding Motion by Joseph Richardson to approve the Lodging Tax Advisory Committee (LTAC) award recommendations for funding in 2026 totaling $95,400. Seconded by Joshua Crossman Motion carried 7-0 STANDING COUNCIL COMMITTEE REPORTS: Public Safety Committee — Councilmember Hess gave a report of the items discussed at the Public Safety Committee. Finance Committee — Councilmember Kaminski gave a report of the Finance Committee meeting. MAYOR/CITY ADMINISTRATOR/STAFF REPORTS: City Administrator— Gave department updates. Mayor Report — Coffee with a Cop was a great success, the Passport Fair was well attended, Council positions 4 and 6 will be sworn in and take their seats immediately following the election, Thurston Regional Planning Council is interviewing for an Executive Director, and he recognized Commissioner Grant who was in the audience. COUNCILMEMBER REPORTS: Councilmember Wood —Attended the Transportation Policy Board meeting. Councilmember Richardson — Attended the Chamber Forum. Councilmember Crossman — Shared information about a Pay it Forward event he is participating in. Councilmember Kangiser —Attended Coffee with Chief King, SE Thurston Fire Authority meeting, Public Safety Committee meeting, Finance Committee meeting, and the Candidate the Chamber Forum. Councilmember Hess —Attended Intercity Transit Authority meeting, thanked Pat Hughes for his service and stated that the new water tower looks great. Councilmember Kaminski — Attended the Chamber Forum. ADJOURNMENT: Motion by Josh Crossman to adjourn the meeting at 6:48 PM.
