CITY COUNCIL STUDY SESSION MEETING MINUTES
VIRTUAL AND IN PERSON
TUESDAY, October 7, 2025
Call to Order: Mayor DePinto called the meeting to order at 6:00 PM
Roll Call: Tracey Wood, Joseph Richardson, Joshua Crossman, Stephanie
Kangiser, Brian Hess, David Johnstone, and Joe DePinto.
Excused: Terry Kaminski
Staff Present: City Administrator Todd Stancil, City Clerk Kathy Linnemeyer, and
Public Services Director Cody Colt
PRESENTATIONS:
Outside Agency Grant Presentations — The following agencies gave presentations
introducing their non-profit agency, explained how their organization delivers essential core
services to the Citizens of Yelm, and explained how they would use the funds if awarded.
• Yelm Powerlifting
• Bounties for Families/Yelm Community Garden
• Emanual Lutheran Church of Yelm
• Standing Room Only Theatre
• YARD
• Not by Bread Alone, Prairie Christian Center
• Yelm Boys & Girls Club
• YHS Connects Booster Club
• Prairie Soccer Club
• Raise for Rowyn
• South Puget Sound Habitat for Humanity
• Yelm Dollars for Scholars
• Rebuilding Together Thurston County
Mayor DePinto called a recess at 7:24 The meeting was called to order at 7:27.
Fuller Footpath Discussion — Public Services Director Cody Colt led a discussion on the Road
and Street Construction Fund 316, including 2025-2026 allocated expenses, 2025-2026
revenue sources and what kind of expenses each revenue type can fund. He explained that
the projects will be completed and are not a matter of if, but a matter of when. He also
explained that the only funding source for the Fuller Footpath is REET and that other
transportation projects that move traffic are a higher priority.
Comprehensive Plan Updates— Planning and Building Manager Gary Cooper gave a
presentation on Comprehensive Plan Updates. He explained that a comp plan is a vision,
and it is not a regulation, shared updates to the plan. He showed Council where to find
information on the Comp Plan on the City of Yelm website.
COUNCIL INITIATIVES
Brian Hess—Shared information he read in an economic report regarding mortgage interest
rates.
