The City of Yelm
TIA Scoping Memo
The intent of this assessment is to provide Yelm with a trip generation summary, site
characteristics, and study parameters for the proposed project herein referred to as
Yelm Crossing. A project description is provided below.
1. PROJECT DESCRIPTION
• Yelm Crossing is a proposed mixed-use development located within the City of
Yelm. The specific building uses and sizes are currently undetermined and may
change as the project advances. However, the assumed tenants are generally
consistent with the planned occupants and reflect higher trip-generating uses
than what may ultimately occur.
Pad 1: 5,100 sf High-Volumes Fast-Food Restaurant
Pad 2: 2,565 sf Fast-Food Restaurant With DT
Pad 3: 2,565 sf Coffee Shop with DT & Indoor Seating
Pad 4: 3,125 sf Fast-Food Restaurant With DT
Pad 5: 3,125 sf Car Wash (Single Automated Tunnel)
• The subject site is bordered to the south via SR 507 and to the east by Walmart
Boulevard SE situated on 7.1-acres within undeveloped tax parcel number
64303100900.
• Site ingress/egress is proposed via two access points.
i) One existing access which extends north from SR 507 and currently serves
tax parcel 64303100800, and is proposed to be right-in, right-out only.
ii) One new full movement access which is proposed to extend west from
Walmart Boulevard SE.
• A vicinity map of the surrounding roadway network is provided on the
following page with the subject site highlighted in red.

2. FORECAST TRAFFIC DEMAND & ANALYSIS
2.1 Project Trip Generation
Trip generation for the proposed project was derived from the Institute of
Transportation Engineers (ITE) publication, Trip Generation, 12th Edition. The Land
Use Codes (LUC) selected for this project are described below. All uses have utilized
square footage as the input variable with ITE’s average rates to determine trip ends.
Pad 1 – LUC 929 – High-Volume Fast-Food Restaurant
Pad 2 – LUC 934 – Fast-Food Restaurant With DT
Pad 3 – LUC 937 – Coffee Shop with DT & Indoor Seating
Pad 4 – LUC 934 – Fast-Food Restaurant With DT
Pad 5 – LUC 948 – Automated Car Wash
Note that the above represents a conservative tenant mix. Actual tenants may vary,
and trip generation estimates are subject to change based on the final tenant uses.
Trip Adjustments:
Pass-by trips are defined as trips which make an intermediate stop at a site along their
existing route between a primary origin and destination. Pass-by trips impact site
driveways but do not represent new trips on the surrounding street network. Pass-by
rates for each land use were obtained from the Trip Generation Manual 2025 pass-by
tables are shown below.
Pads1 1, 2, and 4 – Daily: 52.5%, AM: 50%, PM: 55%
Pad 3 – Daily: 82%, AM: 83%, PM: 81%
Pad 42 – Daily: 50%, AM: 50%, PM: 50%
Refer to Table 1 on the following page for the estimated project generated trips.
Refer to the appendix for the trip generation breakdown by use.
1 LUC 929 utilized pass-by rates for LUC 934 given the similar nature of the use.
2 Pass-by rates for car washes vary for different jurisdictions. The City of Fife allows a 50% reduction.
Bothell uses a 42% pass-by rate; and the City of Richland allows a 67% pass-by rate. We have used
50% here.

Based on ITE data, the project is anticipated to generate 1,306 average weekday
daily trips with 82 AM peak hour trips (20 inbound / 62 outbound) and 103 PM peak
hour trips (65 inbound / 38 outbound). The trip generation outputs have been
included in the appendix for reference.
2.2 Distribution & Assignment
Trip distribution for this project is generally consistent with TAZ 1089, provided by
Thurston Regional Planning Council. This assumes completion of the roundabout at
SR 507/Walmart Avenue (future SR 510 bypass) and completion of the SR 510 bypass
route. Consequently, pass-by trips were assigned to both the north-south and east-
west directions. Figure 3 illustrates the initial trip assignments.

3. CONCLUSION
Yelm Crossings is a proposed commercial development planned with five pads of
various uses. Based on a conservative tenant assumption of higher-generating uses,
the project is estimated to generate a net increase of 272 PM peak hour trips.
The proposed access to SR 507 will be combined with an existing commercial
approach and will be converted to right-in, right-out. A full access will be available on
the future SR 510 Bypass Loop Road.
If a full Traffic Impact Analysis (TIA) is required, please provide a list of the study
intersections, pipeline, and other general requirements.
