October 16, 2023 –4:00 PM
YELM CITY HALL
Carlos Perez called the meeting to order at 4:00 pm.
Members present:Carlos Perez, Bob Howard, John Graver, Richard Lomsdale, Anne
Wahrmund, Jerry Fugich, and John Thomson.
Members Absent: None.
Staff: Pat Hughes,Gary Cooper, Chris Vaccaro, Drew Kollar, and Hazel Hooker.
Approval of Minutes:
MOTION BY JOHN THOMSON, SECONDED BY JERRY FUGICH TO APPROVE THE AUGUST 21, 2023
MINUTES. ALL WERE IN FAVOR.
City Staff Communications: Gary Cooper, Planning and Building Manager, gave an update on
the comprehensive plan, the habitat conservation plan, as well asan update on the staff.
Public Comment:
None.
New Business:
None.
Public Hearing
Carlos Perez opened the public hearing at 4:05 pmon the proposed rezone request and
modifications to the Yelm Municipal code.
No public comments received.
Carlos Perez closed the public hearing at 4:07 pm.
AFTER DISCUSSION, MOTION BY JERRY FUGICH AND SECONDED BY BOB HOWARD. ALL WERE IN
FAVOR. MOTION PASSED TO REZONE PARCEL 52920000003, LOCATED AT 15106 CARTER LOOP
SE FROM COMMERCIAL 1 TO MODERATE-DENSITY RESIDENTIAL (R-6).
Carlos Perez opened a second the public hearing at 4:09 pm on the proposed modifications to
the Yelm Municipal code.
Pat Hughes, City Engineer speaks on the proposed modifications to the Yelm Municipal code
including the adoption of a Flood Damage Prevention Ordinance and requests approval.
No public comments received.
Carlos Perez closed the public hearing at 4:18 pm
AFTER DISCUSSION, MOTION BY JERRY FUGICH AND SECONDED BY RICHARD LOMSDALE. ALL
WERE IN FAVOR. MOTION PASSED TO RECOMMEND APPROVAL TO COUNCIL FOR THE
ADOPTION OF A FLOOD DAMAGE PREVENTION ORDINANCE AND MODIFICATIONS TO CHAPTER
18.11 AND 18.21 YMC TO REMOVE PROVISIONS COVERED BY THE NEW ORDINANCE.
Subcommittee Reports:
Parks Committee: Anne Wahrmund gave updates on the Stage, Dog Park, and the Prairie Trail
Extension.
Tree Advisory Board: Chris Vaccaro gave an update the Arbor Day celebration.
Adjourn: MOTION BY JERRY FUGICH, SECONDED BY JOHN GRAVER TO ADJOURN THE MEETING.
ALL WERE IN FAVOR. MEETING WAS ADJOURNED AT 4:24 PM.
