Next Planning Commission Meeting th Monday, January27, 2024at4:00 PM AGENDA|Page 1 of 2 YELM PLANNING COMMISSION MINUTES October 21, 2024 – 4:00 PM YELM CITY HALL Carlos Perezcalled the meeting to order at 4:00 pm. Members present: Carlos Perez, John Graver, Richard Lomsdale, Anne Wahrmund, andAustin Walker. Members Absent: Bob Howard (excused), David Johnstone – unexcused. Staff: Gary Cooper, Andrew Kollar, Clayton Wiebe, Chris Vaccaro, and Hazel Hooker. Approval of Minutes: MOTION BY ANNE WAHRMUND TO APPROVE MINUTES FROM TH SEPTEMBER 16, 2024 SECONDED BY RICHARD LOMSDALE. APPROVED UNANIMOUSLY. City Staff Communications:No updates from staff. Public Comment: No audience members chose to address the commission. Unfinished Business:No unfinished business discussed. New Business: Gary provided the following updates on the Comprehensive Plan: Consultant terminated due to communication issues. Planning to conduct most of the update in-house; considering hiring a consultant for transportation element. A consultant will be focusing on new element regarding climate change and resiliency. Comprehensive Plan Elements: Land Use: Primary focus; includes population and housing projections. Housing: Drew to lead efforts; includes updates on affordable housing legislation. Capital Facilities: List of projects needed in the next 10 years, including parks. Transportation: Need for outside assistance for modeling; emphasis on multimodal transportation. Utilities: Basic mapping of existing utilities required. Economic Development: Setting city goals for economic growth. Parks: Optional element; coordination with parks plan will be considered. Climate Change & Resiliency: New required element, focus on climate modeling and emissions reduction. Process for Updates: Elements to be reviewed one at a time. Suggestions from the commission will be incorporated into updates. Planned Next Steps: Send out documents to the commission for review. Next meeting to focus on the land use element. Explore formation of subgroups for deeper focus on elements. Public participation will be integrated into the process. Public Hearing: No public hearing held. YELM PLANNING COMMISSION MINUTES October 21, 2024 – 4:00 PM YELM CITY HALL Subcommittee Reports: Anne Wahrmund,on behalf of the Parks Advisory Committee, provided an update onChristmas in the park meetings, and planning for Halloween. Chris Vaccaro reported that the Tree Advisory Board will be on Monday, working on securing the schools involvement. Adjournment: MOTION TO ADJOURN MEETING MADE BY JOHN GRAVER, AND SECONDED BY AUSTIN WALKER. MEETING ADJOURNED UNANIMOUSLY AT 4:42 PM.
