Carlos Perezcalled the meeting to order at 4:00 pm.
Members present: Carlos Perez, Bob Howard, John Graver, Richard Lomsdale, Anne
Wahrmund, and David Johnstone.
Members Absent:Austin Walker – excused.
Staff: Gary Cooper,Andrew Kollar, Reza Roukerd, Chris Vaccaro, and Hazel Hooker.
Approval of Minutes: MOTION BY RICHARD LOMSDALE TO APPROVE MINUTES FROM OCTOBER

21, 2024 SECONDED BY BOB HOWARD. APPROVED UNANIMOUSLY.
City Staff Communications: No communications reported; all reserved for new business.
Public Comment: No audience members chose to address the commission.
Unfinished Business: No unfinished business from the last meeting was reported.
New Business:
Recognition of Chairman Perz: Six years of service acknowledged by Gary Cooper.
Chairperson Nomination: Election of a new chairman discussed; motion madeby Carlos
Perez and seconded Anne Wahrmund to nominate Richard Lomsdale. Approved
unanimously.
Land Use Planning: Discussion on land use regulations, focusing on updates needed due
to new state legislations.
Environmental Justice Consideration: Addressing disparities in environmental health
and access to open spaces.
Wildfire Risk Management: New element in planning addressing wildfire risks through
land-use planning tools.
Population and Housing Projections
2045 population projections estimate around 26,000 people and need for 756 new
housing units.
Major concerns highlighted around accommodating affordable housing.
Grading Permit Language Update
Introduction of new language for grading permits due to need for review in case of
clearing land before permits are applied.
Bicycle Parking Regulation Update
Discussion on revisiting previous bicycle parking requirements removed by the council.
Planned public hearing over the matter next month.
Planning Commission Procedures
Advice shared on upcoming meetings: scheduling for special meetings, coordinating the
collective review of draft chapters for the comprehensive plan.

Public Hearing: No public hearing held.
Subcommittee Reports:
Anne Wahrmund, on behalf of the Parks Advisory Committee, noted Christmas in the park was
successful. Work on trial continues to bridge across the river, moving forward with funding
from RCO.
Chris Vaccaro reported that the Tree Advisory Board will be next month.
Adjournment: MOTION TO ADJOURN MEETING MADE BY RICHARD LOMSDALE, AND
SECONDED BY ANNE WAHRMUND. MEETING ADJOURNED UNANIMOUSLY AT 4:50 PM.
