JULY 15, 2025 –4:00 PM
YELM CITY HALL
Richard Lomsdale called the meeting to order at 4:02 pm.
Members present: Richard Lomsdale, Bob Howard, John Graver, Dana Allen, Anne Wahrmund,
Robert Bailey, and Christopher Le.
Members Absent: None.
Staff: Gary Cooper,Andrew Kollar, Clayton Webie, Chris Vaccaro, and Hazel Hooker.
Approval of Minutes: MOTION TO APPROVE MINUTES MOTION BY BOB HOWARD TO APPROVE
THE MINUTES FROM JUNE 17, 2025. SECONDED BY JOHN GRAVER. MOTION PASSED
UNANIMOUSLY.
Agenda Review The agenda was reviewed. No conflicts of interest were noted.
City Staff Communications:
Welcome Announcement: Robert Bailey was welcomed as a new Planning Commission
member.
Comprehensive Plan: A consultant is currently formatting graphics to improve user
accessibility.
Planning Commission Retreat: Scheduled for Thursday, August 7 at the Community
Center. John Doan will serve as the facilitator.
Public Comment: No audience members chose to address the commission at this time.
Unfinished Business
Comments on previously submitted elements: The planning department is to submit
material to planning commission, and written comments are to be submitted to the
planning department a week in advance of the meeting for preparation. Anne
Wahrmund, verbalizes comments.
New Business:
Housing Element: TRPC will reevaluate the land capacity analysis, focusing on three key
factors: rezoning, annexation, and mixed-use development. Further discussion occurred
between staff and the commission.
Utilities, Essential Public Facilities, and Climate Planning Element: Clayton will serve as the
lead, commissioners are asked to submit comments prior to the next meeting.
Public Hearing: No public hearing was held.

Tree Board: Next meeting will be held in September.
Parks Committee:Anne noted parks committee is reviewing the Parks Element of the
Comprehensive Plan.
Adjournment:MOTION TO ADJOURN THE MEETING MADE BY CHRISTOPHER LE AND
SECONDED BY BOB HOWARD. MOTION PASSED UNANIMOUSLY. MEETING ADJOURNED AT 4:46
PM.
