CITY COUNCIL MEETING MINUTES
VIRTUAL AND IN PERSON
TUESDAY, November 12, 2025
Call to Order: Mayor Joe DePinto called the meeting to order at 6:00 PM.
Roll Call: Tracey Wood, Joseph Richardson, Joshua Crossman, Stephanie
Kangiser, Brian Hess, David Johnstone, Terry Kaminski, and Mayor Joe
DePinto.
Staff Present: City Administrator Todd Stancil, City Clerk Kathy Linnemeyer, Public
Services Director Cody Colt, and Finance Director Stephanie Nanavich.
APPROVAL OF THE Motion by Terry Kaminski to approve the agenda.
AGENDA: Seconded by Brian Hess
Motion carried 7-0
CONSENT AGENDA: a)October 28, 2025, Regular Meeting Minutes
Motion by Stephanie Kangiser to approve the consent agenda.
Seconded by David Johnstone
Motion carried 7-0
NEW BUSINESS: Public Hearing- Ordinance No. 1137 Mid -Biennium Budget
Amendment, First Reading
Finance Director Stephanie Nanavich explained the Mid -Biennium
Budget Amendment. A second hearing will be held on November 25,
2025.
Mayor DePinto opened the Public Hearing on the Mid -Biennium
Budget Amendment at 6:05 PM. Hearing no public comment, Mayor
DePinto closed the Public Hearing at 6:05 PM.
Public Hearing — Ordinance No. 1138 2026 Ad Valorem Property
Tax Levy, First Reading
Finance Director Stephanie Nanavich gave a presentation and
explained the Ad Valorem Tax. She gave a report on the preliminary
2026 estimated amount and explained that the city is not requesting
the allowed 1% increase. A second hearing will be held on November
25, 2025.
Mayor DePinto opened the Public Hearing on the Ad Valorem Tax at
6:16 PM. Hearing no public comment, Mayor DePinto closed the
Public Hearing at 6:16 PM.
640 -Acre Purchase and Sale Agreement
Motion by Joshua Crossman to authorize Mayor DePinto to sign the
Purchase and Sale Agreement with Blue Fern Development.
Seconded by Joseph Richardson
Motion carried 6-1 with a roll call vote.
STANDING COUNCIL COMMITTEE REPORTS:
Finance Committee — Councilmember Kaminski reported that the Finance Committee on
November 12, 2025.
MAYOR/CITY ADMINISTRATOR/STAFF REPORTS:
City Administrator— Gave department updates.
Mayor Report — Provided an update on the Yelm Athletic Complex (YAC), presenting it to
the Parks Advisory Committee. It was noted that the next steps in the project will include
public engagement and the development of a cost estimate. A plan is in place to present
these findings to the City Council during the Study Session scheduled for either January or
February. Additionally, he expressed gratitude to all those who participated in Veterans Day
activities and extended special thanks to Councilmember Hess for his service.
COUNCILMEMBER REPORTS:
Councilmember Wood —Attended the Transportation Policy Board meeting.
Councilmember Kangiser —Attended the SE Thurston Fire Authority meeting and the
Chamber Forum.
Councilmember Hess — Reported that Intercity Transit is doing construction in Yelm to make
their bus stops ADA compliant and announced that he attended the Veterans Day BBQ, at
the Community Center.
Councilmember Johnstone — Attended the Finance Committee meeting.
ADJOURNMENT: Motion by Josh Crossman to adjourn the meeting at 7:00 PM.
