HomeMy WebLinkAbout10 28 2025 Regular Meeting MinutesEST. 1924 WASHINGTON CITY COUNCIL MEETING MINUTES VIRTUAL AND IN PERSON TUESDAY, October 28, 2025 Call to Order: Mayor Joe DePinto called the meeting to order at 6:00 PM. Roll Call: Joseph Richardson, Joshua Crossman, Stephanie Kangiser, Brian Hess, David Johnstone, Terry Kaminski, and Mayor Joe DePinto. Excused: Tracey Wood Staff Present: City Clerk Kathy Linnemeyer, City Administrator Todd Stancil, Public Services Director Cody Colt, Operations Manager Dean Norton, and Finance Director Stephanie Nanavich. APPROVAL OF THE AGENDA: Motion by Brian Hess to approve the agenda. Seconded by Terry Kaminski Motion carried 6-0 SPECIAL PRESENTATIONS: Operations Manager Dean Norton gave a presentation on the Public Services Depa rtment winter preparations and shared the anti -icing, sanding and snow route map. PUBLIC COMMENT: Chris Woods and Hannah Hiiva spoke about the school levy. CONSENTAGENDA: aj October 7, 2025, Study Session Minutes b) October 14, 2025, Regular Meeting Minutes Motion by Brian Hess to approve the Consent Agenda Seconded by Stephanie Kangiser Motion carried 6-0 NEW BUSINESS: Ordinance No. 1136 Municipal Court Change & Imprest Funds Motion by Joseph Richardson to approve Ordinance No. 1136 amending Yelm Municipal Code 3.60.010, increasing the dollar amount of the change and imprest funds. Seconded by Terry Kaminski Motion carried 6-0 Resolution No. 663 Reserve Fund Balance Policy Motion by Joseph Richardson to approve Resolution No. 663 adopting a Reserve Fund Balance policy. Seconded by Brian Hess Motion carried 6-0 Amendment#1 to the Rhoton Road Reconstruction Professional Services Agreement with Parametrix for water main engineering services Motion by Joseph Richardson to authorize Mayor Joe De Pinto to approve Amendment #1 to the Rhoton Road Reconstruction Professional Services Agreement with Parametrix for the addition of engineering services for water main replacement/upgrades in the amount of $91,373.36. Seconded by Brian Hess Motion carried 6-0 STANDING COUNCIL COMMITTEE REPORTS: Public Services Committee —Councilmember Crossman gave a summary of the October 28, 2025, Public Services Committee. General Government Committee — Councilmember Kangiser gave a summary of the October 28, 2025, General Government Committee meeting. MAYOR/CITY ADMINISTRATORJSTAFF REPORTS: City Administrator —gave department and community event updates. announced that the November 4th Study Session has been cancelled and that the first regular meeting in November will be held on Wednesday, November 12th, in observance of Veterans Day. Mayor DePinto — Met with Representative Marilyn Strickland, announced that the City of Yelm will be taking over maintenance of the Yelm-Rainier-Tenino trail inside of Yelm city limits and thanked Public Services for their work after the storm. COUNCILMEMBER REPORTS: Councilmember Kangiser —Attended the Pizza & Politics event at the Community Center and reminded everyone to turn their clocks back this weekend. Councilmember Hess—Attended Intercity Transit Authority meeting, announced that it is First Responders Appreciation day and encouraged everyone to vote. Councilmember Johnstone — Attended the Planning Commission meeting. � c'ober 2.8, 2025, City of Yelm Regular Council Meeting -.I e Yelm City Council. Complete recordings are available or the City of Yelm's You Tube. Chian Councilmember Kaminski—Attended the Bounties for Families board meeting and the Nisqually River Council meeting. EXECUTIVE SESSION: Mayor DePinto announced that the City Council will go into Executive Session at 6:37 PM for forty-five minutes to consider the minimum price at which real estate will be offered for sale or lease when public knowledge regarding such consideration would cause a likelihood of a decreased price RCW 42.30.110(1)(c) and the meeting will reconvene at 7:23 PM. He informed attendees that all official business of the meeting has been completed. Administrator StanciI announced that the Executive Session has been extended for an additional 10 minutes, and the meeting will resume at 7:33PM. Mayor DePinto called the meeting to order at 7:33 PM. ADJOURNMENT: Motion by David Johnstone to adjourn the meeting at 7:34 PM.
