CITY COUNCIL MEETING MINUTES
VIRTUAL AND IN PERSON
TUESDAY, November 25, 2025

Call to Order: Mayor Joe DePinto called the meeting to order at 6:00 PM.
Roll Call: Tracey Wood, Joseph Richardson, Joshua Crossman, Stephanie
Kangiser, Brian Hess, David Johnstone, Terry Kaminski, and Mayor Joe
DePinto.
Staff Present: City Administrator Todd Stancil, City Clerk Kathy Linnemeyer, Public
Services Director Cody Colt, Reza Roukerd Civil Review Engineer, and
Finance Director Stephanie Nanavich.
APPROVAL OF THE Motion by Brian Hess to approve the agenda.
AGENDA: Seconded by Terry Kaminski
Motion carried 7-0
SPECIAL Mayor DePinto administered the Oath of Office to Stephanie Kangiser
PRESENTATIONS: City Council position 4.
CONSENT AGENDA: a)November 12, 2025, Regular Meeting Minutes
Motion by Terry Kaminski to approve the consent agenda.
Seconded by Brian Hess
Motion carried 7-0
NEW BUSINESS: Resolution No. 664 — Vacating easements recorded under Thurston
County Auditors file numbers 4122743, 4140184, 3491192, 4122736,
and 4141583
Motion by Tracey Wood to approve Resolution No. 664 to vacate
existing utility easements burdening the properties located at 16747
Canal Rd SE (Parcel No. 64300600200) and 9819 Grove Rd SE (Parcel
No 64303500100).
Seconded by Joshua Crossman
Motion carried 7-0
OLD BUSINESS: Public Hearing - Ordinance No. 1137 Mid -Biennium Budget
Amendment, Second Reading
Finance Director Stephanie Nanavich explained the Mid -Biennium
Budget Amendment.
Mayor DePinto opened the Public Hearing on the Mid -Biennium
Budget Amendment at 6:06 PM. Hearing no public comment, Mayor
DePinto closed the Public Hearing at 6:06 PM.
Motion by Brian Hess to approve Ordinance No. 1137 2025-2026
Mid -Biennium Budget Amendment.
Seconded by Josh Crossman
Motion carried 7-0.
Public Hearing — Ordinance No. 1138 2026 Ad Valorem Property
Tax Levy, Second Reading
Finance Director Stephanie Nanavich gave a presentation and
explained the Ad Valorem Tax. She gave a report on the preliminary
2026 estimated amount and explained that the city is not requesting
the allowed 1% increase.
Mayor DePinto opened the Public Hearing on the Ad Valorem Tax at
6:07 PM. Hearing no public comment, Mayor DePinto closed the
Public Hearing at 6:08 PM.
Motion by Joshua Crossman to approve Ordinance No. 1138 Ad
Valorem 2026 Property Tax Levy.
Seconded by Brian Hess
Motion carried 6-2.
STANDING COUNCIL COMMITTEE REPORTS:
Public Services Committee — Councilmember Crossman gave a summary of the November
25, 2025, Public Services Committee.
General Government Committee — Councilmember Kangiser gave a summary of the
November 25, 2025, General Government Committee meeting.
MAYOR/CITY ADMINISTRATOR/STAFF REPORTS:
City Administrator —Gave department updates.
Mayor Report —Announced that Thurston Regional Planning Council has a new Director,
attended the last evening Community Conversations for the year and attended the South
Thurston Economic Development Initiative (STEDI) meeting.
COUNCILMEMBER REPORTS:
Councilmember Richardson — Wished everyone a Happy Thanksgiving.
Councilmember Kangiser— Attended the Best of Nisqually Gala.
Councilmember Hess —Attended Intercity Transit Authority meeting and the Planning
Commission Open House.

ADJOURNMENT: Motion by Josh Crossman to adjourn the meeting at 6:16 PM.
