CITY COUNCIL MEETING MINUTES

Call to Order: Mayor Joe DePinto called the meeting to order at 6:00 PM.
Roll Call: Tracey Wood, Joseph Richardson, Joshua Crossman, Stephanie
Kangiser, Brian Hess, David Johnstone, Terry Kaminski, and Mayor Joe
DePinto.
Staff Present: City Administrator Todd Stancil, HR Specialist Shelby Denny, Public
Services Director Cody Colt, B&O Tax Analyst Sarah Kidd, and Finance
Director Stephanie Nanavich.
APPROVAL OF THE Motion by Terry Kaminski to amend New Business item 6a updating
AGENDA: the Ordinance number to 1141.
Seconded by David Johnstone
Motion carried 7-0
Motion by Terry Kaminski to approve the agenda as amended.
Second by Stephanie Kangiser
Motion carried 7-0
CONSENT AGENDA: a) Final Plat Approval- Tahoma Terra Division 2 Phase 4
b) October 2025 check register and position summary
c) September 2025 check register and position summary
Motion by Terry Kaminski to approve the consent agenda.

NEW BUSINESS: Ordinance No. 1141— Yelm Municipal Code Title 5 Business Licenses
and Regulation Update.
Motion by Stephanie Kangiser to approve Ordinance No 1141 -
Update the Yelm Municipal Code Title 5.05.030 to change definitions
to align with the model Ordinance.
Seconded by Terry Kaminski
Motion carried 7-0
Ordinance No. 1139 Amending the 2025-2026 Biennial Budget.
Motion by Joseph Richardson to approve Ordinance No 1139 -
Amending the 2025-2026 Biennial Budget.
Seconded by Stephanie Kangiser
Motion carried 7-0
Approval of Interlocal Agreement between the City of Yelm and
Thurston County.
Mayor DePinto opened the Public Hearing on the Interlocal
Agreement at 6:10 PM. Hearing no public comment, Mayor DePinto
closed the Public Hearing at 6:11 PM.
Motion by Tracey Wood to approve the Interlocal Agreement dated
December 9, 2025, between the City of Yelm and Thurston County
that establishes each jurisdiction's role and responsibility following a
pending annexation.

OLD BUSINESS: Resolution No. 661- Adopting the Thurston County Hazardous Waste
Management Plan.
Motion by Joseph Richardson to approve Resolution No. 661
adopting The Thurston County Hazardous Waste Management Plan.
Seconded by Joshua Crossman
Motion carried 6-1
STANDING COUNCIL COMMITTEE REPORTS:
Public Safety Committee- Councilmember Hess reported on Public Safety Committee
meeting topics.
MAYOR/CITY ADMINISTRATOR/ STAFF REPORTS:
City Administrator — Gave department updates and discussed upcoming events for
December.
Mayor Report — Attended Christmas in the Park. Discussed future work with Nisqually
Canoe Journey. Thanked Councilmember Crossman for his service to Yelm.
COUNCILMEMBER REPORTS:
Councilmember Wood —Attended TCOMM meeting and the Solid Waste Committee
meeting.
Councilmember Richardson—Attended Christmas in the Park.
Councilmember Crossman — Inquired about the bridge updates.
Councilmember Kangiser— Attended the Tree Lighting, Christmas in the Park, and Chamber
Forum.
